ELS Dot Net (Formerly Illumination 2.0)
I doubt Sam will re-release Illumination 1.0 as it had some serious issues. The lighting though in game looks awesome thats one of the reasons I asked him to consider updating that specific script. If you notice below the radian lightbar and similar "slim lightbars" are at a different height then the mapped locations of the Illumination script lights. The picture on the right is a Code 3 Javelin and is taller which displays the lighting more accurately. With the ability to adjust where the lighting is displayed you'll be able to map lights to any vehicle and lightbar configuration. Illumination 1.0 was really limited to CVPI models with the larger/taller lightbars.

Ridgerunner Designs WIP/REL Thread
***09/19/12 UPDATE: I've got 5 projects right now at 95% (see below) I'm working through some small issues before they're ready to release. Also I had a major breakthrough with converting Source models to 3ds Max so that will help immensely for my ped projects. Most of my time as of late has been modeling, and 75% of that has been modeling vehicle related components. I've been flirting with vehicle modeling and will try to balance my time between ped modeling and vehicle modeling. Hopefully we can get you guys some more unlocked vehicle components in the next few months. I know you guys are anxious for some real ped modifications and I am as well so I will try to spend some time wrapping up a few of those projects for you guys. Again keep in mind all of this is incredibly time consuming, GTA IV was never designed with modding in mind, so it will take some time to properly finish things up.*** Since I get quite a few comments/pm's from interested members here I think I'll follow suite after KevinDV's post and give you guy a rough idea of what I'm currently working on. It's alright to post. What people get upset about is making more then 1 post about the same/similar topic. If you search through this site, gtapolicemods, and GTA 4 mods you'll find a lot of great mods. Otherwise Google and even YouTube may be extremely helpful in finding what you're looking for. Again it's alright to post, feel free to ask questions, but in the future please don't post multiple topics on the same subject.

how to create car mods
I think your best bet is to start simple, and that's making textures to create your own unique vehicles for use by your clan. Lonestranger made an excellent tutorial using GIMP (free) tutorial posted here

GIMP is an image editing program like Photoshop, whereas GIMS is a program used to import models into 3ds Max converted into the proper format through OpenIV. So yes you need GIMS, OpenIV and 3ds Max and its a good idea to have the 2012 version (bugs with the 2013 version and sometimes with older versions). Basically you export the model you want to edit using OpenIV, lets say it's a .WDR file. OpenIV converts it to a .ODR file which you can open with GIMS in 3ds Max. Once finished, you can then export the file from 3ds Max using GIMS and convert it back to proper format using OpenIV, in this case a .WDR file and then back into your game. The answer to your question is yes it's possibe to model and place crime scene tape in game. You will need 3ds Max, GIMS (free) and OpenIV (free). You can model just about anything and place in game. The real trick is having the mod work as the real thing, bit I don't see any issues with your current idea. The issue with stop sticks is getting it to work like the real thing (ie; destroy tires). I'm not working on that project or have been in contact with the author(s) but I would say it's a 2 part mod. First modeling/texturing the stop sticks and placing in game and then secondly creating a script that tells the computer to destroy the tires at that specific point in the world. So for that mod it definitely requires a lot more knowledge and time to get it to work correctly.

What kind of objects are you trying to modify? This is important because each modification (whether it's modeling vehicles or peds, scripting, re-texturing, etc) has very different techniques, although general image editing (ie; GIMP, Photoshop, Paint) knowledge is very important to most mods.

The police computer bug
I can only speak from experience. This was something I've only experienced when using ENB. I know they do have a ENB released here that works without that bug : Maybe some of the other users will have more information for you guys, but it's been my experience that certain versions of ENB cause this bug.

Very limited I'm afraid. There is a "Hawaii Five O" style Camaro here, be warned it is a bit buggy. http://elgincopmodifications.enjin.com/ It'll be better when we get an alternate to ELS released since we should then be able to map the displayed flashing lighting ourselves, but until then all we can do is make due with what we have.

I've never experienced this issue. I can only recommend posting on gtaforums in either the OpenIV or GIMS threads and someone should be able to help you out

If it's a known working vehicle then my guess is you've messed up something in it's settings. I've had some strange things happen before when I've accidently changed settings. Have you modified handling or vehicles files?

Last I saw it was on a private GTA roleplaying site. I don't have the link because GPM is down. A lot of people have requested it but truthfully it isn't worth the time. It was a great idea but poorly executed, very buggy. As far as ELS Camaro's go, I'd recommend SSanchez10's model on GPM.

Blue lights are achieved by editing the emerglights texture file in that specific models wtd file. You can use SparkIV or OpenIV to export the texture then edit with any program like paint, Photoshop, GIMP then just reimport the edited file and to get the blue reflections you have to edit your els.ini file and change the vehicles numbers to the following: Active = 1 Halogen_Only = 0 Color_Light1L = 1 Color_Light2L = 1 Color_Light3R = 1 Color_Light4R = 1 Color_Light7L = 1 Color_Light8C = 1 Color_Light9R = 1 Offst_SLights = 1
