It is the main issue, yes, but I would suggest you to keep all of the files that LCPDFR installs (when copying over ELS, the only file you should "Copy and replace" is visualsettings.dat in the common folder - do not copy anything else if it replaces something).

Read the topic: There's a known issue where the installer doesn't replace the old AdvancedHook.dll with the new one.

I'd be able to help you better if the diagnostic tool worked (which it should - it was significantly updated for 1.0d). I believe you need to install this, though: http://www.microsoft.com/en-us/download/details.aspx?id=30653

Make sure that your GTA IV root folder (and every subdirectory) is not set to "read-only" Ensure that ScriptHook.dll, ScriptHookDotNet.asi and Dsound.dll OR Xlive.dll are in the GTA IV ROOT folder Ensure that there is a folder titled 'LCPDFR' in the ROOT GTA IV folder. You have to press Alt-E after completing a callout (as it says in the top left of the screen).

If LCPDFR is able to start, then you have the correct version of .NET Framework. I don't believe having a newer version will affect performance.

Make sure you press Y to accept the callout.

The main issue is AdvancedHook.dll. ELS comes with an old version that will not work with the latest version of LCPDFR.

If you have ELS, the cars are probably being removed because they are too far away. In ELS.ini, increase the value for Els_Range_Ai
