The NYPD are most likely the first people to respond if there is a terrorist attack or a violent riot in the city so I think they deserved to be heavily armed. And NYC is definitely one of the biggest targets for terrorists. Not sure about their traffic side of things, though.

I liked the system on FCRP better. Same thing as liking a Facebook status, except for a post and it shows in your profile. Basically that's what we have here now since the negative rep option is gone, but you can't leave a comment with it.

Just gonna come in here to say Yes. The real life NYSP cars are like that. Red, Blue, Yellow, Red, Red, Blue, Red, Red. They actually have a control that will only turn on the yellow light and one of the blue lights (I'm guessing the passenger side one) according to a post here, although I have never seen that in person. You can see the yellow light flashing clearly here (should link to the correct time). ((Side note: This is actually the area of NY I live in...About 5-10 minutes from where he stops the second person...partially the reason I posted that link))

If they are ELS cars, open up the ELS.ini file in your GTA main directory (if you have ELS installed that is, if not, install it). Check under "[ POLICE ]" and "[ POLICE2 ]" that it says "Active = 1". Then, somewhere on top, check this line: "Ai_ELS_SP = 1". If it is set to "0" then ELS is deactivated for the AI (bots). Setting it to "1" activates it. Note that activating ELS lights on the AI may make the game crash even more that it already does.

Well the nice thing with computers is the upgrade-ablility. You can always upgrade later. There really is no need for the second video card or overclocking for your first computer.

This is the full configuration. However, I actually got a free upgrade to the Cooler Master HAF912 case because the original case I had was back ordered. There were some extra things in there, like the engraving, that you don't need. I also added some other things like the anti-vibration mounts for the fans just so I could get it up to $999 before shipping for a 5% discount that they had at the time. Here's a screenshot of my auto-configured (except for "Night Shadows" which were originally off) GTA IV: EFLC settings; the game runs at about 30 FPS with ELS cars. May not be the best, but hey, it's GTA. Nice thing about it is that the motherboard can handle up to 32 GB of RAM and there's definitely room to upgrade the video card. In action:
