Okay. To be fair, ELSV7 keeps the game from crashing due to ELS; not due to other causes. Because of the backwards way in which GTA IV was ported to the PC, various other problems can cause instant crashes with little to no insight - lack of memory being a primary concern. I'd take all of your scripts out and put one in at a time to see how long the game will last with them. Then try combinations and see how long it takes to crash. Generally speaking though, a crash 30min in isn't bad at all.

What else have you modified aside from installing ELS? A crash 20-30 minutes in is actually quite good considering how hideously optimized GTA IV is for PC.

Aside from Fraps and Bandicam, you could always go with an external capture card that does the encoding away from the PC so that it doesn't stress your rig. A Hauppauge HD PVR or AverMedia Live Gamer Portable, for example - they are much more expensive but can also record consoles and other devices in addition. :D Take this video, for example;
