I don't believe you read the user documentation that comes with ELS. ELS is automatically loaded when you go into the game, whether it be via GTA5.exe or RagePluginHook. You don't load it in the console. Try going in game and get in a vehicle that has ELS. Press "J". What happens? Also, to manually load a plugin use "LoadPlugin pluginname". It comes down to personal preference. I could easily spawn in all my add-on cars via the console or my trainer, yet I installed a car spawner. Just because there are already methods of doing something doesn't mean someone can't come out with another way of doing it. Not only that, it's his first plugin. He wanted to share it with the community and is proud of what he made, as he should be. You don't have to use it if you prefer the console. -
To my knowledge there isn't a Jacksonville texture, but if you'd like I can move your topic to the request section and maybe someone will do it for you. :)

For bright lights, it honestly doesn't matter which graphics mod you use. You can get the exact same result by not using any at all, you just need to edit the visual settings. Take a look at the first FAQ in this thread -

Steam doesn't just uninstall games by itself. My guess might be your little brother trolling you, as I also haven't heard of anti viruses completely uninstalling the game. I mean, there is a small chance your AV or windows defender deleted the entire folder, but it would be a surprise to me if that was the case.

Hello, Redistributing original game files is against Rockstar's TOU and our guidelines. If you used a mods folder, you can grab the original files from the vanilla update folder.
