NVR installs a dlcpack named NVR_EMISSIVES, and in that dlcpack is sheriff.ytd. Delete it.

The Rage console cannot be disabled. You can, however, change ENT's keybind, if I remember right.

My guess is one of your plugins is causing it. Which one, I'm not sure.

I had something similar happen a while back where I'd plug in my controller, and it'd flash player 2. No idea why, or what it saw as "player 1", but the only way I fixed it was to restart the game or my computer. Tried Googling and didn't find anything at the time.

The only thing remotely close to what you're wanting is ELS's stage 2 lights. Otherwise, as long as the lights are on, traffic responds.

Failed zlib usually implies corrupt game data. When installing mods, did you use a mods folder?
