Your PC specs does not matter in this case, even the best PCs might still having issues with game crashing. Try to update your DirectX and all the dependencies/requirements for LSPDFR.

Where did you install these uniforms in OpenIV? Modifying agency file probably wouldn't help in your case. Make sure you install the uniforms correctly.

Is your GTA V updated as well?

Try to replace those vehicles with the original files.
