What? If the .ytd is on your Desktop you are not supposed to open it at all. You should only open it with / in OpenIV. If you can't drag & drop into OpenIV, then use the green +.

Disable your mods folder by renaming it to _mods; verify your game files if that doesn't work. Also; if you saved while on duty you will have to remove your savegame.

Please send the full log. LSPD:FR versions only work on certain GTA versions as well.

If they are add-on cars, yes, you need the .meta. You also need the custom vehicles.meta, for the FLAGS.

You need to have a carvariations.meta to be able to pull people over.

Try and clean your GTA V folder. Whatever you installed is blocking LSPD:FR.

Are they marked on the map? GTAComesAlive spawns random peds, SuperEvents does, and even LSPD:FR. You can disable those in the lspdfr.ini.

Remove UnitedCallouts, it doesn't belong. Then reinstall LSPD:FR 0.47 manual.

Rename your mods folder to _mods.

Remove everything in commandline.txt and show me your /Plugins folder.

It does, LSPD:FR really banks a lot of frames. But your CPU also isn't good, so there may be bottleneck, too.

What exactly is the issue now? You can't open .ytd files in OpenIV?

Change the plugin timeout threshold from 10000 to 60000 in the RagePluginHook.ini file and change Main.PreloadAllModel in GTAV/LSPDFR -> LSPDFR.ini to false.
