You need to install it into your mods folder AND install OpenIV.asi. If you install it into your game folder, R* will overwrite the files.

Excuse me, but that is a lot for one folder. I can see outdated memory adjusters, outdated Plugins, multiple ModLoader / Modmanager; and scripts that are known to cause issues. May it be performance or otherwise, but certainly outdated or forgotten. I know you will say "no" when I'll tell you to clean it up. So, I recommend trying a non-modded vanilla copy, put the most needed stuff in (Please no SHV or SHVdotnet scripts) and see how your game is doing.

Simply because you installed them wrong. Those are LSPD:FR plugins; belonging to /Plugins/LSPDFR. They load once you go on duty. /Except for LSPDFR and EUP.

Remove in /Plugins: Spike Strips V & CopHolster; Remove in /Plugins/LSPDFR: ALPRLite; ComputerPlus; OP_Immersive_Dispatch; Then make sure you have enough disk space & memory to play GTA.

Make sure the uniform you downloaded is a EUP (MP model) and not an AI (0.3 model). LSPD:FR 0.4 is using MP model peds ingame. So if you want the backup to wear custom clothing, you need to find EUP Skins or make your own model into a 0.3 model.
