In OpenIV try deleting the texture & reimport it with the right name as it had but use generate auto mixmap levels so it will make best quality.

Nono, you just copy paste the enbbloom.fx into the folder. Plus I see that you have lowest quality bloom set in to enbseries.ini. For everything 2 is the worst value, while -1 is the best. So either change it to 0 or -1 :) P.S: If you want the bloom of the lights to be more concentrated over the light, you should try like I do to change the 2 radiuses to 1 & 4.
