Not that I've noticed.

I'd say that you might be able to get a bit of an FPS boost, between 5-10fps depending on the scenario. That processor has a very low clock speed by todays standards, and it would therefore cap your possibly performance gains. Also an upgrade from Vista to 7 wouldn't really help matters. Windows 7 is built off of the same kernel as Vista and uses approximately the same amount of RAM. We also have Windows 8 on the way later this year.

Whats your budget? And list the rest of your computer specs. Be specific, don't just tell me "Intel Quad Core" or something like that.

TrafficFlow should take care of it. Even with ELS V6 the game didn't crash enough to make me that angry. Your computer might be too weak to handle all the high polygon count cars and the rapid ELS texture and model changes.

Oh you mean the headlights having a flash that projects forwards? I haven't seen that before. Also the lights wouldn't be that bright, especially during the day time.

That reminds me a lot of the Canadian Navy boat.
