XBOX One vs PS4
God dammit... In any case, XBOX because the overall skill of PS3 players in shooters like Battlefield and Call of Duty has been pretty low from what I've seen. I'll go where the better multiplayer base is, and right now that's XBOX Live. It should also cooperate better with other Windows 8 style devices like my desktop or a Windows phone.

I'm wondering if you have to keep the LAA program and the file it generates in the exact same location as when you first used it. Because now that I moved it off of my desktop, the game went back to having texture and crashing issues frequently again.

1.) RAM is the least important of the three things you mentioned (CPU/GPU/RAM), 10GB won't do you any good compared to 6GB in a modern game, especially if the clock frequency is low. 2.) You'd be wrong. It's perfect aside from the video card, which is trash. It's the type of card bundled with the type of computer you have, off the shelf "multimedia" PC's. And it's okay for that; YouTube & Netflix. Not for gaming.

I can say that because average means the total number of minutes it took to respond to a large batch of 911 calls, divided by the number of calls themselves, very simple math. I never said anything about some calls being less severe than others, but on average the response time is mediocre and as said by one of the mods here; can differ depending on where you live and the department that responds to help you. If you live in a small town, other small towns near it may have to re-route their police officers to your town to respond to a call if all of your town's officers are busy with other calls. 911 operators also often slow the process down by going through elaborate Q&A sessions about the situation in order to minimize the number of unnecessary emergency responses they have to send out every night. As an example; my grandfather recently went into diabetic shock. He recently turned 80, he's on oxygen due to a breathing condition called COPD and had a little pneumonia at the time. He was not responsive to any of my family members talking to him and he was shaking as if he were in a seizure, which he may well have been. It was time to call 911. The operator wasted about 3-5 minutes of my time asking me questions, despite me giving her all of the information above up front, and stating that we need an ambulance here immediately. We received a fire truck at his house within 3-4 minutes of the call. And can you guess the reason why? 1.) The fire station is less than 3 minutes away from the house? (True but not the reason.) 2.) My grandfather was a volunteer fireman in his younger years and grew up with the current Fire Chief? (True again, but not the reason.) 3.) It's a small town with not much to do? (Again true, but not the reason why.) 4.) The 911 operator responded with a sense of urgency? (Nope.) Turns out it was 5.) Because another 911 call that happened moments earlier was already being handled by an ambulance, and a fire truck was responding as backup minutes after the ambulance had arrived. EMS decided to re-route the fire truck to his house because it was conveniently on the way to the first call, and no further assistance was needed. The firemen who showed up were only able to give him more oxygen and ask us the same questions the 911 operator asked us until the ambulance arrived. The 2nd vehicle to respond was red unmarked Chevy Tahoe owned by his lifelong friend the Fire Chief. The third was a police car. The 4th was another police car. And 10-15 minutes later, was finally, an ambulance. Only then did they discover his insulin levels, and gave him a shot to snap him out of it. That insulin shot, combined with the 10-15 minute trip to the nearest emergency room with good equipment and attentive nurses and doctors were what saved his life. The response of someone who could actually provide life saving help was mediocre at best. And this is sadly the case for many emergency calls. Many people lose their lives due to understaffed emergency services, budget cuts that affect vehicles and equipment, and brainless 911 operators. Luckily my grandfather survived it, and about a week after, he was able to go back home, although the doctors said he will never fully recover. This is not a sob story, for those wondering. But a real life experience I wanted to share that underscored my earlier point. Response time could and should be better, but likely won't be for the foreseeable future.

In an ideal scenario when a couple of dipsticks rob a 7/11 and try to escape in a minivan. If a lone highway patrolman tries to pull over a sports bike doing 90mph on the highway, the guy on the bike is going to hit the gas and the cop is going to fall behind, and that's the end of it 9 out of 10 times. This isn't even factoring in departments who have a non-aggressive pursuit policy. They'll terminate chases with high performance cars for safety reasons. Even helicopters have a hard time getting over 110mph. The occurrence of these kinds of chases are rare, for sure. But they're nearly impossible to win if a lone officer in a CVPI is up against a competent driver.

That's pretty fucked up. But yeah, average 911 response time in the U.S. is 23 minutes and police always have service pistols and might have a shotgun or tactical rifle in their car. "Armed response" in a country with anti-gun laws, who knows. I don't know about European nations to say. I'm sure some of the others on here do.

0-60 in 6 second isn't exactly considered high performance. I don't consider any of those cars high performance at all except maybe the Mustang and Camaro. They're slightly above average performance. Argue all you want about the racing chips and all of that, but Crown Vics, Chargers and even the new Taurus SHO are slow compared to a reasonably expensive American muscle car or a European touring/sports car. The biggest advantage cop cars have are the people driving them, imo.

I never said anything about scamming. Just that people don't know or understand that there's no such thing as 'free'. There's always a catch. And in most cases, it's disabled/outdated functions or in the case of MSE; a "security expert" team that works for the same company that has all the vulnerabilities in its OS. Makes no sense, and tests prove that most other A/V's pick up things MSE doesn't. It's better than nothing, but I care more about my computer than that.

Computer Health
Gonna have to disagree. Free programs are free for a reason. Many of them skip out on vital Windows directories, or have an out of date scanner. More people need to just man up and pay the $40 a year, it's not a big expense, and getting a virus isn't worth the "savings" since you'll have to pay money to have it removed unless you really know what you're doing. I have a paid copy of ESET which I supplement with MBAM and Spybot S&D.

Couldn't you just use the in-game phone? It takes about two seconds and you don't need to load a trainer. If you're concerned about your savegame, just load an alt. one.

My graphics card can't handle the game? (With mods)
A few things to consider; 1.) http://www.hwcompare.com/11442/geforce-gtx-580-vs-radeon-hd-7950/ At higher resolutions, the GTX 580 is noticeably better if you don't have anisotropic filtering in use or if it's set at a lower level. 2.) Nobody benchmarked those two specific cards against each other in GTA IV because it's an old game, so how they'll behave in a game of that age is unknown. 3.) AMD drivers are generally not built and maintained as well as nVidia ones. Not hating on AMD, I had two 4890's in Crossfire myself, but it's a fact. Improving performance with newer instruction sets in new games may have ended up reducing performance of older ones in older games. 4.) The CPU can have an effect. You haven't posted his system stats yet, or gave any specifics about your RAM such as timing, latency and clock frequency, although it would most likely have very minimal effect on the game anyway. 5.) Remember too, that the architectures and thereby the way the nVidia cards intake, process, and display that information are totally different than their AMD counterparts. You're going to get different results, even if they're similar.

GTA V Police DLC
Rockstar already announced they won't be doing any major expansions for the game. Any DLC they do will be small and priced to match. And there's no mass market for the premise anyway. Not going to happen, I'm afraid.

There's like 50 million of these threads already, use the search bar guys. 1.) Retail copy of GTA IV 2.) Make sure your computer meets the minimum requirements (read the box or use Google) 3.) Download the mod from this website and install whatever other junk you want. 4.) You're game wont look pretty and run fast like all the fancy YouTube videos unless you have a powerful computer, sorry budget gamers. Hope the game runs as you intend. Enjoy your stay on the forums, and please use the search bar and ready the stickey'd posts at the top of the forums before creating a new thread.

N00b questions - PC specs and install help
That's arguably worse than the PC specs you posted because although the Pentium 4 is only a single core CPU, it has nearly double the clock speed of a base MacBook Air. The MacBook Air was designed to be thin, not to be a performance champ. It also once again has no graphics card, and a stressful game could cause the computer to overheat since Mac laptops have very little in the way of ventilation (just the gap between the monitor and chassis) with the MacBook Air being the smallest of them all. And on top of all that, the specs don't even meet the minimum requirements. I'd advise either look into buying or building a new PC, or scrapping your gaming plans for now.

The best you can afford. lol ENB depends on your processor too though. Putting a great graphics card in a crap desktop won't help as much as you'd like. And willpv23, it's a matter of opinion. But most people favor ASUS or EVGA if money's no object. I've used PNY for four different nVidia cards, myself.

I have a GTX 670 now. I can't really explain the issues with the high polygon cars. Everyone's install of GTA IV is a little bit different, and the hardware some of us are running the game on now is far different than what was available when the game launched. Rockstar North said that the games high detail settings were intended for future hardware, but that was a cop out to excuse themselves from the horrible performance of this console port on high end PC's of the day. They certainly didn't patch the game aggressively to accommodate the newer hardware as the years went on. Also, I'm running LCPD:FR on the vanilla, retail disc version of GTA IV. Many people here, including most (if not all) testers use EFLC, which is a slightly improved build of GTA IV's game engine, which may account for better accommodation of higher polygon count models, and bigger textures. I can only theorize of course, since I didn't develop the game, and can't see the source code for the game for that matter. *EDIT* Also Aubrain, I'd toss the CPU and motherboard and that build. That CPU is severely outdated and would cap the performance of the graphics card, denying your ability to take full advantage of it.
