Or you can just maintain your PC and not install a bunch of random crap. Registry entries and files don't really break themselves and RAM gets used by things you install yourself. Defraging your hard drive has also been automatic since Windows Vista. Those utilities are good for people who have absolutely no idea how to use a computer, but beyond that, I don't see that helping much either.

Most people caught by the U.S. who perpetrated the Holocaust were let go, or given very short prison sentences. Have you ever watched the Nuremberg Trials before? It's a mockery of justice. People like Rudolf Hess and Hermann Goering were even permitted to stand up and start speaking, even arguing with the interrogating lawyers without any repercussions from the judge. They didn't get held in contempt for that behavior. We actually executed a lot of the SS soldiers and other lower ranking people by firing squad, and hung the top Nazi brass instead to make a statement. Of course a couple of people managed to escape justice of any kind anyway, like Goering, Himmler and Hitler for that matter. I think the Russians did it better by taking anyone in an S.S. uniform and shooting them on the spot. Nobody in the S.S. was innocent. They were all intolerant bigots who perpetuated the use of violence against civilians and helped to subjugate the citizens of other countries. Whether they actually personally shot a Jew in the head or not is irrelevant. They were part of an organization bred for the purpose of mass murder. Nobody in the S.S. had good intentions. Top brass of the S.S. and Wehrmacht were thrown into the gulag until either the 1950's, or indefinitely. The brutal crimes committed by the Third Reich against Russia were met with brutality by a supposedly inferior race. Politically correct or not, I think Russia did it better, and were more thorough. Keep in mind that the Germans didn't obey a lot of the laws of warfare and prisoner treatment, so I see no reason why they should be exempt from any degradation on their end. Russian gulags did (and probably still do) have regular mistreatment of prisoners, including torture and beatings despite being a member of the U.N. And I better not see anyone get on their moral high horse when it comes to the U.S. being above those sort of things. We had the less severe Japanese internment camps in the U.S. where we kept plenty of innocent people without warrants, we used the atomic bomb, and we occupied Germany and Japan for years, even using Emperor Hirohito as a puppet leader for 6 years straight taking orders directly from General Douglass MacArthur. And this behavior was met with no protest from other forward thinking and developed nations like England, France, Australia and Canada. Getting back on the topic of the bombings: Boston is sincerely touched, New York. Sports rivals or not, we are still fellow citizens.

The Geneva convention allows for detaining of prisoners depending on the sentence in concordance with the country's respectable laws. So by NATO standards, no that isn't torture. And the guards don't rape or attack prisoners in the U.S. nor do they force labor. What the other inmates do is up to them. Prison guards try to minimize this as much as possible, but things will inevitably happen since we can't staff one guard for every single inmate. Inmates are normally in their cells for 22 hours, with one hour allowed for recreational time and another for lunch for some inmates depending on the security level of the prison. In medium or minimum security prisons, the inmates can volunteer to take up a job. It can lower their prison sentence if they behave themselves and become productive. It's a good way to keep out of trouble.

Razer Game Booster is the one I've tried. Made no difference beyond shutting down two applications that were running in the background which I could have done myself by opening task manager. No noticeable performance impact.

[How-To] Apply Antialiasing (AA) in GTA IV or EFLC
The 500 and 600 series are capable of this natively I had a GTX 570 and recently moved to a GTX 670. MXAA works well to undercut some overhead actual Anti-Aliasing causes. MLAA is actually even better performing, one of the advantages of buying an AMD card over an nVidia one, but it isn't supported in every video game yet, since it's a new technology. This is called "forcing" AA using the video cards respective control panels. Depending on how you do it, you can get either super pretty results with terrible performance, or minor boosts in image quality with relatively little performance hits. MXAA/MLAA satisfy the latter of the two. Personally, I think the FPS drop you get can be put to better use on ENB texturing and lighting. Having a high resolution on your monitor and details cranked up high in-game distracts you from the jagged edges pretty well I find, because your character in game is generally driving/moving so fast you don't have time to analyze the corners anyway. I can see how this may be useful for screenshots of cars and stuff though if you're the very picky type. Good tutorial.

Torture is a debatable subject. I think it has proved helpful when the U.S. has conducted it (see waterboarding) as it has led to many arrests & captures, as has loud music. While they're not defined as torture underneath the Geneva convention, it has all the aspects of torture considering what it does to any inmates. Long story short, the U.S. had Guantanamo Bay set up where it is for a reason. Taking a terrorist to U.S. soil gives him many of the same rights a U.S. citizen would have. By keeping them out of the country we are able to exploit some of the legal loopholes to get information. I agree that some terrorists may just tell you what they want to hear, meaning the information is false, but we've gained a lot of intel using some of the methods we have. Including Osama Bin Laden's location. We captured some of the information leading up to the Bin Laden raid that from a convoy driver of his. We supposedly used loud music against him for a short period of time, and interrogation psychology that made him think he was more important to his cause than he actually was. cp702 is right to an extent, that many of the men we capture are willing to die for their country. However they planned on dying by pressing a button and going up in a fiery explosion, killing them in an instant. Not by rotting in a cell indefinitely and being subject to interrogation, sensory deprivation, sensory overload and other methods which may or may not be considered torture by some people. More of these guys crack than you'd expect. Nothing in their little desert training camps can prepare them for the interment camps we have.

We've taken just about as much action as this country will tolerate. It's putting our government between a rock and a hard place. You can't have total security while still maintaining all of your constitutional rights. So we have to make compromises. That means people like those responsible for this bombing may slip through the CIA/FBI/HLS's fingers due to red tape issues regarding wire tapping, e-mail reading or warrant-less searches. cp702 while I agree politics debates are annoying and can never be settled, even by voices of reason, this is a terrorist attack on U.S. soil and as such IS a political issue. If you wish to avoid the thread swelling out of control, I suggest you close it while you have the chance. Anybody who wanted to pay their respects has done so, everyone here knows how to type www.cnn.com or www.msnbc.com into their web browser so they can follow up on the story, so beyond debating who's responsible, why, and how we can prevent it, there is no further need for this topic.

Do you know anybody personally in Pakistan? I know you don't live there, so I don't think you're in a position to count casualties. The government we have has taken measures to combat terrorism and keep it away from our borders as much as possible. NDAA and the Patriot Act are two extreme measures but they've been effective in capturing people, even from countries that are considered by our average citizens to be on friendly terms with the U.S. That being said, I don't really like either of them, but I also would like to avoid getting ball bearings shot into my extremities on f*cking Patriot Day during a marathon dedicated to the Sandy Hook Elementary shootings.

For the love of Christ, can you people just get lost when these topics are posted? I'd like a general rule of thumb that trolls need to **** off for a minimum of 24 hours after an event like this before they start griefing people. In response to visible25: Good job getting the word out man. I'm proud to have you as a fellow Bostonian/Mass citizen, whatever you wanna call yourself. Hang tough, and give any information you can to the police, no matter how small and unimportant it may seem.

You're lucky Custo. Also I just saw a thread in the GTA IV section about some kind of a LCPDFR tribute... NicolaiB closed it literally seconds before I was done typing but I wanted to say to anybody thinking about any kind of a "tribute": The citizens of Massachusetts (myself among them) haven't even determined exactly what happened, who's responsible or who's even dead or injured yet. Cut that crap out and leave us alone until everything's over. It's disrespectful. Nobody did a 9/11 tribute during the evening of the attacks.

No, it most likely wasn't North Korea. lol Probably a middle eastern terrorist group or anti-government U.S. terrorist group as said above. The latest reports from New England's Channel 5 news says that 2 bombs went off, a third was a controlled explosion, two more bombs have been discovered and are being dealt with by the Boston Bomb Squad, 3 people are dead, and there are conflicting reports as to how many are injured. I've heard 5, I've also heard 60. We won't know until the end of the day. The first two bombs contained ball bearings, probably meaning that the police will be looking at local hardware stores purchase records to see if some people bought a large quantity of them recently.

If you like to help others try donating your time to causes that actually need help like soup kitchens or retirement homes. Donate blood. Even volunteering at a hospital is helpful. I live near Boston and we had a couple of bombs go off during the race and I'm sure Mass General could use all the help they can get.

Textures Go Wacky After Calling Noose?
As said above, it's your VRAM. The high polygon count cars and advanced textures do it combined with GTA IV's already awful CPU/GPU management.

You can run OpenIV by itself, you just can't look at anything unless the GTA IV install files are on your PC. Doesn't mean you have to actually run the game, though. Anyway OP, why are you making skins for a game you can't play?

Massive Traffic
Be careful what you wish for when it comes to denser traffic. If you think the pursuits will last you any longer, most times you'll be wrong. The enemy AI slams into other cars easily, stopping the pursuit themselves instead of you having to catch up to them and pit them.

That's amazing, thanks man. Once I get Photoshop installed I can probably make some of my own custom ones it looks like (which I will probably have to do for the older games I have, like the original Deus Ex, Quake & Unreal Tournament. If you wouldn't mind uploading your tiles, I'd like that.

Announcing ELS V7 (UPDATE 02/05)
Which version of ELS you use has a major effect on it. Version 6 the AI police almost never use their lights. ELS version 5 they use them more often, and during times that they don't, there's a mini script called ELSFix that gives you a button to force their lights to come on or shut off within a 90 meter radius. Even still though, some police cars will hit their sirens when you use ELSFix, but not display their lights. Currently I'm using V5 with ELS fix and it gets the job done better than V6 does. It's a shame I can't use my takedown lights and my overheads at the same time, but I'd rather have a fleet of police cars that have working overheads than one police car with working lights and the rest just following along at a high speed.

Announcing ELS V7 (UPDATE 02/05)
I actually prefer my car to not receive huge amounts of damage just from giving the car a pit or a small ram with my push bumpers. So I'm fine with the invulnerable car. One question though for those testing it; is the AI just as stupid when using ELS, where some use it and some don't? Or do all cars actually use it now?

When I backed up the stuff from my last PC, I didn't back up my old commandline.txt file. So I'm going to make a new one. I don't really have FPS issues, but I believe my textures disappear more than they used to. So I was thinking of making a short one like: -norestrictions -nomemrestrict -novblank -frameLimit 0 -availablevidmem 2000 -percentvidmem 100 -fullspecaudio However if I'm looking to use all 2GB of my video memory, should I be putting '2', or '2000'?
