Do you need a gaming pc for this
That's not really a gaming PC. There's no dedicated graphics card, it's built into the CPU, and the A8 is "meh". Better than your laptop because it's a quad, but the lack of a graphics card is what's going to be the major bottleneck.

in game suggestions
6.) The in-game shots fired situation is perfect for this. 7.) You're playing as a beat cop, you're not a hostage negotiator or a SWAT member. 8.) You're playing as a beat cop, you're not a detention center officer or security officer. 9.) You're playing as a beat cop, you're not the secret service. 10.) Cars that go through lengthy pursuits that slam into things will eventually catch fire if the suspect doesn't bail. The fire department can put the fire of the burning wreck out if they get there in time.

LCPDFR's future?
I can't speak for the development team, but I highly doubt there will be another complete re-write of the mod, maybe future bug fixes and a few feature add-ins via small updates. GTA V would be the next logical step, but that's provided Rockstar actually ports it over to the PC by the time anybody cares.

Do you need a gaming pc for this
Well, it is a game that you're trying to play...

Bad copy of LCPDFR on the 360
G17 should go after them for using the LCPDFR name.

Laptop having "breathing" diffuculties? Please help.
I'd advise having somebody take it apart and clean it. Compressed air is just going to blow the dust further into the computer, and it wouldn't reach the GPU fan (if there was one) anyway. Consider getting a cooling fan pad for your laptop too.

Smarter AI
Absolutely right. A great example is the YouTube channel 'Crimewood'. That department has a regular habit of terminating pursuits (you'll see after you watch their videos) when I would have made the call to continue them, such as during late nights with nobody on the roads and dry conditions. Some supervisors have the stomach for it and others don't. You'll constantly hear updates of traffic conditions and road conditions in those videos. A lot of departments figure that if they get the plate, that's enough to track the person down. But that doesn't always work if the driver isn't the perp. It's a tough call sometimes

Actually most chases are extremely short, usually 2-3 minutes, 10 minutes tops. You only see lengthy ones because that's what gets aired on TV. And the only reason those go on for so long is due to the P.D.'s pursuit policy. The LAPD and CHP policies are non-aggressive. This means that they do not ram people or follow closely at extremely high speeds unless the suspect does something dangerous enough to the public to warrant it; such as hitting another car or ramming a cruiser. This is an average "aggressive" pursuit:

Voice selections
You used to be able to select a voice in previous versions of the game by cycling through character models, and hitting numberpad '1' to get them to speak. Dunno why that's gone.

Will my GPU handle Cry ENB on lowest graphics?
Maybe, probably not. That video card was mediocre when it was new. I'd ditch the ENB and enjoy smoother frame rates.
-
Stealing a cow in GTA V
Nice. Grand Theft Bovine.
-
Having to play on low graphic settings with Low Quality ENB ...
Yes. This game is very demanding on graphics cards and CPU's. Your graphics card is extremely weak when it comes to gaming capability, so that would be the source of the trouble.

i need some help on gta iv
Either don't put them in the fat cop slot, or you'll have to use Simple Native Trainer every time you start the game to change your walk style.

Anyone know what siren this is?
What the hell were you listening to? That's pretty much it, problem is the priority tone doesn't go fast enough towards the tail end like it does in the OP's youtube video. I have another YouTube video here of Toronto E.M.S. using it: One person in the comments section said it's the D&R 'Intimidator' and that the Ontario Provincial Police use it as well. *EDIT*: I found the siren for download: http://www.mediafire.com/download/x57v4cmyar66nb6/O.P.P.+Sirens+Update.zip The only problem is it doesn't have the super-fast Priority tone at the end, which I'd love. But other than that it's the same.

Anyone know what siren this is?
I've heard that siren (and I want it now that I've heard it again) before on a video for a police mustang here in the U.S., I forget what state it was. This siren here is a slower version of it: Somebody might be able to speed that one up to match the OP's video.

GTA IV vs V. Whats your opinion?
That shouldn't make the handling "terrible" by default. I think if a person plays a variety of driving/racing games, you'll get a better understanding of how well GTA IV cars handle compared to other games.
-
Please fix this
I think you're running into a fluke where the shots fired location spawns very close to where you are. Mine can spawn far away and often by the time I get there, a few of the gunmen will be already dead, or in extreme situations, I'll get there and everybody will be dead, and I'll get an "Area safe" message right as I'm driving up the street the call is on, ready to bail out of the car.

GTA IV vs V. Whats your opinion?
Somebody needs to broaden their horizons for driving games... You're out of your mind. GTA IV has much more realistic vehicle handling than any other game in it's class (APB, Saint's Row, etc.) and is even better than some driving only games, like Need for Speed.

I am prompted to press the '~' key, but when pressed nothing happens.
You shouldn't be prompted to press the '~' key ever. That's used to bring down the command console. Alt & E should be used to clear yourself for new callouts.

Is my computer capable of running LCPDFR?
Technically it's not capable of it, no. The minimum requirement for the game's CPU is 2.4GHZ. Yours is clocked at 1.9 by default. It can go up to 2.8 with it's TurboCore function, but in order to do that, it has to disable three of the four cores, and it will depend on what's happening on screen. The CPU constantly adjusts itself depending on whether speed or work load splitting is more effective. You also do not have a dedicated graphics card. The "Radeon HD 7640G" is built into the CPU and has no dedicated memory of its own. And even if it did, mobile chip sets aren't supported. The game may install and it may run for a while but no, by the books your PC isn't up to par. One important thing for everybody to remember: LCPDFR doesn't have any minimum requirements to speak of. LCPDFR is a series of scripts that manipulates a pre-existing game. So don't worry about running LCPDFR, worry about running GTA IV. If your PC can run that game stock, you can run LCPDFR. Introducing other things like car mods and graphical enhancements can throw a wrench in the works for sure, though. And that's very tempting for people who want to turn the game into a fancy police sim.

Speeding Ticket Challenge - Super Speeders
They don't make any money from the circuits they're in. There are events like the Gumball 3000 all over the U.S. and Europe and generally speaking they just have a good time and nobody gets hurt. I've only seen guys trash their own cars. I don't agree with them speeding and all of that, but honestly my commute to work every day is worse than these videos. You could argue that the police car in that video you posted puts people in just as much danger by continuing the chase. If you have a super car pass you at 110mph and all you have him for is speeding, you should break the chase off, it's not worth it. Radio ahead and have another unit ready to intercept.

Mega LAG!
Yeah read the stats, your system can't handle it. You don't meet the minimum requirements. Your CPU runs at 1.8GHZ, the minimum required is 2.4GHZ. You're also maxing your video and system memory usage. The PC won't be able to do it, period. Buy another one.
