ENB Choppy Screen Bug
Your video card may be overheating, lines in the screen is a symptom of it. ICEnhancer has problems with certain video cards, most of them are nVidia cards. I'd uninstall it and see if the problem persists. If uninstalling ICEnhancer fixes it, ditch it and use ENB instead. I find ICEnahncer to be kinda cheesy looking anyway. Everything is too bright and overly "high def" for my liking. Not every texture in the world is sharp.

And console sales still trump those. Believe me, I'm not a console purist; my PC is and likely always will be my primary gaming platform, but it's not nearly as accessible as a console, plain and simple. Many kids have their gaming systems purchased for them, and parents get to blow half the money of a good PC on a console (at launch time, it drops over time) that maintains its graphical prowess for 5-7 years until the next generation comes out. All they need to do is buy the kid games and new controllers once in a while. This makes consoles a much more attractive option for parents. They also act as DVD/Blu-Ray players and now even internet surfing devices, making it a complete home theater hub as well. Also, a lot of people simply won't, or can't wrap their heads around the use of a mouse and keyboard for controlling a video game (hence all of the people on this forum who ask about or use XBOX 360 controllers). Console controllers are much simpler in design and don't require as much motor skill as a keyboard and mouse does for some games. There is a place in this world for both devices, and I do think that eventually they'll merge into once piece of hardware. We might end up with an XBOX that comes with a mouse, keyboard and controller all as standard, and a full Windows operating system with various "modes" so you can switch between desktop friendly usage and gamer friendly usage. All having equal hardware and reliability (hopefully) at a set price.

I dunno where you get that idea. They sell better and better every generation. They'll merely bring along more web and some operating system features with them as time goes forward. Microsoft has the right idea; making the XBOX One a home entertainment system of sorts. Says who? The G17 team will decide that when or if the time comes.

Buying a game beast PC special for GTA IV
The CPU and graphics card are both "meh" quality. If you up the graphics card, the processor will bottleneck its performance, and vice versa. They both need to be changed out for something else if you plan on using this with any other games. If you can customize the thing at all, cut the amount of RAM in half and use that money towards the other components.

Yes and no. It depends on the state and if you know for fact they intend to physically harm you. But often just the sight of a weapon will cause people to flee. As the saying goes: "A bullet sounds the same in every language."

[REQ] New Hampshire State Police Pack (With Blank Templates)
FYI I lived in New Hampshire for over 20 years (and was there earlier today for a visit as a matter of fact) and I've never seen them use the Ford Interceptors in their fleet. Their SUV's are Chevy Tahoes still and they rely heavily on Dodge Chargers besides that, sometimes the odd CVPI will roll along the highways there.

Realistic Calls/Reporting suggestion
Agreed also, but some of those things you mentioned don't need a call-out per se. Part of patrolling is being vigilant for potential crimes like occupied suspicious vehicles which you'll find in many parking lots and streets that are seldom traveled at night, and people running down the side walk from AI police for god knows what. I like the ideas, but they almost seem too detailed, if you know what I mean. I disagree with the inclusion of reports. LCPDFR isn't quite a full police simulator and personally I don't think it should be. Filing reports is too straight laced for me in a game where you can run over scores of pedestrians and AI police wouldn't give you a second look for doing it.

If you conduct a traffic stop, check an ID, and find out the person has warrants, the driver does not respond to commands of any sort. You have to walk up to the window and ask him to get out with the way the script works currently, which shouldn't be done if the warrant is a felony warrant. And standing at your driver door and aiming at the passenger won't work on anything but a motorcycle in my experience because the diagonal distance between your driver door and the passenger area is too great. Warrants in LCPDFR are non-specific, so they could be simple traffic warrants, but I treat them all as felony warrants since they don't come up often, AKA guns drawn, order out of vehicle. I also don't like that the suspect immediately faces me after hitting the arrest key, I'd like them to step out and face away and remain that way until the cuffs go on. We (the dev and testing teams) even discussed trying to make them walk backwards but determined it couldn't be done, unless some new knowledge has been gained about ped movements between then and now. As of now, I can't think of a call LCPDFR generates that warrants a felony stop besides a stolen vehicle or a chase, in which instances the driver will not willingly pull over to the sound of a siren anyway, making the felony stop impossible. I have no idea if hitting the 'M' key during a chase would make the driver slam on the brakes, but it would likely make him an easy target for AI police to pull out of the car and interfere with your pretend felony stop anyway. Drunk driving is only a suspicion until you're able to pull the driver up and assess him or her, so that wouldn't work out either. So I'd have to use another mod that generates calls differently, or I'd have to pretend some random car had a felon driving it and stop him/her and do it that way. But the person had a red icon. Why? Another mod generated it correct? It wouldn't make sense to stop random people for no reason and initiate a felony traffic stop.

Can't do it that way in vanilla LCPDFR unfortunately. Its only because of those other mods. The 'Press E To Make Passenger Exit' command doesn't work at long distances by default, and doesn't work on the driver period if you have done an actual traffic stop. It will only work on passengers, and only at shorter distances.

Because many peoples emotions get the better of them under social pressure, so they can take their frustration out physically on people who work for the bank when they can't pay their mortgage or they think their taxes are too high. Bankers are citizens too, so the police need to protect them and their property from physical harm. If bankers decided to sit in our driveways not allowing our cars to pass through and hold up signs in front of our windows while standing on our porches, the police would pepper spray them and handcuff them just the same. I can appreciate that the U.S. economy is screwed up, and that politicians play a large part in it, but most American citizens either do absolutely nothing, or they take unreasonable measures in the form of physical protest without actual action that would change the situation for everyone. The best thing to do would be to have the thousands of people protesting to write their congressman instead and threaten no re-election. But such is life. As far as I'm concerned, humans aren't much higher up in the evolutionary tree than chimpanzees. We screech and make a lot of noise when we're angry and we attack people for seemingly no reason quite often, just like chimps do. We just have a bigger vocabulary and are capable of using tools. We're not as intelligent as everybody thinks we are, otherwise social an economic barriers wouldn't exist. We'd be above such a concept as a hierarchy.

It's probably going to depend on the reason for the uprising. If it's not a commonly held hatred for whatever the government did in this imaginary scenario, then they'll probably do the job and enforce the law. Remember that the police are part of the Judicial branch of the government. They are there to enforce the laws passed by the Executive and Legislative branches, and will do so because the higher branches of the government are the ones who sign their paychecks. Police officers would have to be very deeply wronged or betrayed to feel the need to lay down their badge but keep their guns to rise up against elected officials. It's an extreme circumstance America will likely never see, nor will any first world country that I can think of.
