I don't think anyone can provide an actual answer on this matter until someone attempts to import a GTA IV model or custom model first and reports back the facts. But nevertheless, this means that we are moving one step closer in achieving real life models in GTA 5. 

yeah I'm still confused on what the importer tool does, if it means vehicle mods that's awesome

Strange, because GTA V runs like a charm for me. Even with high graphics, LSPDFR, a ton of mods and high traffic.

The chances of Rockstar ever allowing the use of things like this are basically, none. Rockstar is dependent on their own things for the sake of the online community. The best thing to do is to wait for some kind of SA:MP style server hosting to where you can do your own thing outside of Rockstar's bubble.

People might call 911 for them, but they aren't something police respond to as an emergency call. Particularly for taking reports, it's simply not an emergency (nor even an urgent situation; the theft already happened, the guy is gone, no one is in danger, so it's not the kind of thing you rush to with lights and sirens). Shoplifting with a detained suspect isn't an emergency. Petty theft that already happened isn't an emergency.

I think if Finkone "want to" be in LSPDFR Team and his mod incorporated as a native feature he can ask himself ;)
And maybe he prefer to stay indepedant, not all moders making mods to add features to LSPDFR want to join their Team.

LCPDFR has been released a long time ago. I hope for LSPDFR today ;-)

I honestly doubt there will be much that a game developed in Unreal 4 by a couple of people. from scratch, will be able to do that can't be done in GTA V.  I get the claim is made that "Oh this thing will totally kill LCPDFR/LSPDFR".
No, it won't.  And people will see why shortly after playing the first version of LSPDFR.
Unfortunately, the reason that you don't see anything Police 10-13 related here is because we were threatened with legal action by them after people here called them out on what they perceived them to be a while back.  Sure, there's no realistic possibility of such action succeeding, but we'd rather not have to spend our time dealing with things like that when we've got far more important and meaningful things to do.
