Pursuit AI
That number of cars in chase really doesn't do much - all the patrol cars you meet will anyway join the pursuit. So do not call for backup unless there's no patrol cars on your radar, otherwise all the patrolling units will join the chase adding to summoned backup, and it will be a mess. Then press F8 and select passive tactics for ground units, that will pacify them a bit. AI driving doesn't bother me so much on empty streets, when there's nothing for them to crash into, but on a four-lane street, oh Lord, sometimes I even don't call in a pursuit.

Ambo problems
That is about the very same Emergency Service in Liberty. Since PoliceHelper is highly unstable with the LCPDFR 1.0 (used to be fine a month ago, though, but after I reinstalled the game and all my mods, it's what I have), I had to remove it, sacrificing cones, barriers, bait cars, and the ambulance call function. Well, I know all the arguments "this is GTA and no realism is intended; crazy ambo driver is a part of GTA atmosphere" a;; that stuf, so please, no such comments required. I'd like to hear someone like me who cares about it and maybe has a solution. For now I use vdH Coroner mod, they arrive, check the vic, and treat him if he's still alive. Somewhere on the forum I saw another ambo script but is unable to find it again.

Is LCPDFR makes all bridges open?
You not getting a wanted level while LCPDFR is on and you're a cop, but once you are a civilian again, then yeah... You'll probably get all 5 stars

Check ped ID Job info
Even for guards and officers?.. Well... How about that: you stop&search someone, and discover an FBI badge and ID card with a gun :D

Check ped ID Job info
I also would add a gun licence on an ordinary ped, 'cause he may be a Russian mobster with AK, or a normal guard off-duty with his legal nine.

I recall those gates in Los Santons International, they could be opened by crashing into them if you didn't have a pilot licence, it must be the case

Arranging SWAT/Raiding teams.
What 'bout setting a waypoint on the map and calling for Noose backup? They'l go where the waypoint is, at least that how that works in my game. I do that stuff too - never approach any drug deals without an Enforcer backing me up.

LCPDFR 1.0b Hotfix
Strange thing: I have 0.95 installed on the Steam ver. of EFLC, and 1.0 on the main GTA IV, in different location. When I tried to install the fix, it suggested to install it in the EFLC location, so I had to change the path manually. But now, when I run the config file, it looks for LCPDFR in the EFLC folder and unsurprisingly doesn't find it. Is there a way to change the location the configurator is looking for?

The CIA at work
Sure, 'cause we are so deep undercover that we don't know who is an agent and who just keen of looking in people's windows. I wonder how many people think the way the majority in this thread thinks. Can't this all be changed thru democracy procedures. like elections or something, or CIA, NSA and all can not be controlled by anyone, even the elected President?

Is it just me, or...
wow, guess a job opening in RCMP is always an extremely popular one! How many applicants there are per one position, I wonder. On topic, yeah, people are ignorant, but some of them may also be confused or something. I pretty well can imagine myself peering at security guys doing their job, when I just arrived to the USA and have never senn that procedure before.

I applied to the Mishawaka Police Department Today!
Hey, OP, best of luck in getting the position! Want to ask you about the agility test: have you already taken it or just preparing? How do you think, is it hard? Sorry, didn't notice that you've passed the test thanks to some flooded pages. Congrats!

Locker Problems...
I completely disagree with above-stated proposals. Any measure involving invasions, sabotage, or blackmailing, and I am saying this as a lawyer, - are considered as violations by Interlockeral Law and sanctions may be invoked by the Principal of School Justice. I suggest resolving the crisis in a peaceful way. Enter in an agreement with your loyal neighbor, create a defense alliance (Peaceful Locker Confederation, for example). I'd suggest to encourage other locker sovereigns to join this union. Hold a summit and adopt a resolution which will allow your Union to impose sanctions on your own on behalf of the civilized lockeral community. You might start with some economy related, it's a lot of fun.

Yet another multiple liveries quesion...
If the car model, which you installed, supports multiple liveries, you may replace those that already are there with, for example, SparkIV, selecting .wtd file in vehicles.img via Spark, and pressing "edit' button. If the model supports only one livery, there's no way to make a difference.

Russian troops in Crimea
How that's Russia's business? People of Ukraine became tired with an ex-convict, who was supported by Russia and became the president, who stole an awful lot of money, who has golden coins in his mansion with his face there, and now, when this moron fled the country, Russia is afraid the next Ukrainian leader won't be so obedient, so they try to force Ukraine to stop it. If you say that's right you either support thieves in the government or just don't care.

Russian troops in Crimea
I don't think selling Ukraine weapons and stuff may be a source of income for anyone. They're almost bankrupt, that is, and probably can't afford buying any foreign equipment. Moreover, it is still questionable if Army supports the current government. Yesterday evening the Naval Force chief sided with Crimean separatist and Russia, ordering his subordinates not to obey Kiev any longer. Plus, Ukraine simply unable to stand a full-scale conflict with Russian armed forces, no matter how many supplies are provided. Probably the deployment of a UN Peacekeeping unit might stop the aggression, but taking this decision is a lengthy process.

Russian troops in Crimea
Well, it's not like they're trying to fool anybody. It's like... Like 'Hell, we'll pretend that's not our troops, but we won't try too hard - anyway you can do nothing about it'. If you remember Georgian War a few years back, there was the same situation. When there were discussions in the UN about Russian actions, Russian representatives laughed and replied 'Hell, they lynch black people in America, they can't tell us what to do'. And the invasion was left without any serious consequences. Meanwhile my Ukraine friends tell that Ukrainian Army is actually ready to fight back. Of course they're scared of consequences but still not going to give up.

Russian troops in Crimea
I'd say, they learned it in Georgian War, when USA was equally unable to do anything with Russian aggression. Afghanistan ended pretty bad for USSR mainly... I think, US and EU might impose any economical sanctions, which will hit Russian citizens in the first place, leaving putin unharmed.
