Well, actually, that's the key - whether terms of parole include an agreement to be subject to unwarranted search. Most states' laws do include that, however state courts, like in Pennsylvania or California, do not approve this and still believe officers had to have a probable cause to search a parolee. On the other hand, the wonderful Supreme Court always reverses in such cases, usually never explain why. Oh, sorry for so much offtopic, OP :(

Technically, simply being on parole is no reason to search a person unless he violated his parole. That can be described in warrants description, if they'll be ever introduced. My guess is that differs from state to state, but in Texas for an expired licence you get a ticket, for example. Suspended or revoked licence may lead to an arrest because this person cannot be allowed proceed driving without licence. When I encounter a damaged vehicle, I usually just call a towtruck and let the driver go. About fines... Well, this is entirely up to you.
