It's even not necessary to keep the perp's car from respawning. Maybe it will be easier just to add a chance that an escaped perp may be later spotted by any of the patrol units?

Emmmm, did anyone notice that all 'fines' are added to your amount of money when you give a 'ticket' to a driver? So that's no fine, that IS a bribe, We all collect bribes from citizens, but... But someone can never realize it till the very end. Remember commissioner McReary who always wanted to be good, but somehow accidentally collected bribes - just like us. IID is watching you.

Prostitution usually is carried on by.. Prostitutes :D At night there are plenty of them on corners, and sometimes a car stops and a girl gets in. When you see that, you certainly can pull them over. Be aware, though. For some reason the most part of my deaths happens in those traffic stops, sometimes hookers and customers pack too much heat. Drug deals - there's an ambient scenario involving two men standing next to each other acting suspiciously, though I never saw that, and a call out "a drug deal in the area".

Well, actually, that's the key - whether terms of parole include an agreement to be subject to unwarranted search. Most states' laws do include that, however state courts, like in Pennsylvania or California, do not approve this and still believe officers had to have a probable cause to search a parolee. On the other hand, the wonderful Supreme Court always reverses in such cases, usually never explain why. Oh, sorry for so much offtopic, OP :(

Technically, simply being on parole is no reason to search a person unless he violated his parole. That can be described in warrants description, if they'll be ever introduced. I search everyone who does something harsher then the red light run. An hour ago met a nice old lady with stolen credit cards driving Shafter. Oh, those rich people...

Traffic Laws
My guess is that differs from state to state, but in Texas for an expired licence you get a ticket, for example. Suspended or revoked licence may lead to an arrest because this person cannot be allowed proceed driving without licence. When I encounter a damaged vehicle, I usually just call a towtruck and let the driver go. About fines... Well, this is entirely up to you.
