I just changed the e key for the horn in game to insert and now it isn't crashing for me.

I had a similar issue and removed ScriptHookV, all the files that use it like PLD, and all associated files w/ ScriptHook (nativetrainer.asi, etc). I even dropped PoliceRadio.dll from plugins. I think PoliceRadio is wonky with the new release. Works fine for me now, but I noticed if I start LSPD:FR with Fraps running it crashes sometimes as well. Have had to either run Fraps after playing for a while or use OBS.

I've fixed it on my end! 

The log stated something about time and how it was an "un-representable DateTime" So I thought it may have something to do with changing the time via trainer or other modification. So I went to an alternate save before I started modding and attempted it again and the police computer worked without crash.

My advice is to either find a save before installing mods or start a new game without using any time cheats or mods.

Using totally vanilla LSPDFR with no native trainer or any other mods, i have never modded my game other than LSPDFR, i've changed my horn key yet it still crashes when i try to access the police computer with the E key. All the files are also unblocked.

The error is perhaps suggesting that there is trouble converting your game's time (the clock ingame, on your ingame phone, etc.) to a real world time.  It could be that the conversion is being passed things in the wrong order, like 2012 as the day instead of the year.  I would recommend starting a new game and seeing if it works then.  Unfortunately, if this is the case, the conversion is done by the RAGE Plugin Hook, so it might not be a bug that we can fix.

Ok Sam, I loaded an old save, before I used any trainer or save editor : it works.

So... maybe someone can create a script that will "fix" the ingame clock ? :p

The thing is, i haven't used any trainers or modifications that can change the game time in any way. I've never used any modifications at all except for LSDPFR, in my GTA V. Don't have any other mods installed other than LSPDFR 0.2. I haven't tried starting a new game but i might try it, even though i can't see the logic in how this could solve the issue. But other people have said it works, so i'll try.

If Rage Hook has a way to set in-game date and time, do you think that might fix it?

I'm going to go try it real quick before starting a new game.

 

Edit: Think I found the problem. When going back in time with the Enhanced Native Trainer, it tells you the date if you switch days. Mine said 'It is now 27.00.2014'. And obviously, there isn't a zeroth month.

Edit 2: Yep, it works. After skipping days until the month said 01, the police computer works.

You guys need to clean out your files. I am vanilla lspdfr and it works fine, so clean out your mods, start with 0.2 and then add and try until you find the culprit

yea I went vanilla on mine as well and it works fine. I mean you should have nothing just the defult files put LSPDFR and it works. Now the thing I saw was the computer and horn are the same key but you can fix that with changing the keys. And so text over lay on the menu when you press the car function menu. Other then that everything works fine radio call out back up good stuff so far love it.

I can confirm that using a trainer to change the day (not the time of day) before going on-duty fixes the issue with the police computer crashing.

the game crashes when I press the shift button no matter if I'm on the move or static 

I have tried everything mentioned here but I'm still not able to run peoples names or vehicle plates. The computer works but no name shows up. At least my game only crashed once so far.

How can you open the computer? You mean the 'N' window?
