They fixed something yesterday. try redownloading and installing lspdfr. I also tried running ragehook as administrator and that helped a lot.

I haven't tried this yet but could you rename your updated folder to something else and then change the folder name of the one you want to update. As long as the path is the same, I would think the next time you run it it will want to update.

This has turned into an amazing mod. It adds so much to the game, I can't play the game without it anymore. Keeps you busy all the time. Got cones? Yep Ambient events popping up? Yep Speed Radar? Yep Parking Tickets? Yep Move that idiot to the side of the road? Yep Autodoorlock? Thank heavens yes. Love watching the ped try to open the door and steal my squadcar and now I have time to bash him in the head.- 3,646 comments

You probably installed it fine. We are all just waiting for a new ragehook due to the update. It is usually only a few days til we get a stable rage.

I have had it appear to work a few times. no more traffic comes down the road other than the ones are already in your scene trying to get around you. Even turned the whole other side of the highway, traffic was doing a u turn and heading back the other way.. But most of the time they just keep driving thru.

Randoms would be great. Best one I have had so far was pulling up to a light. Foot cop was waiting to cross the road and some guy ran up to him and started stabbing him. Really gets your blood pressure up fast.

Also take a look in your updates folder for the patchday folders there. You could have an extra police3 file in there.

That is usually a corrupt save file problem. I have had several in the past. I ended up having to get a 100% save game file and using that. Or you can just start a new game. Major pain I know.

Check on amazon for police notebooks. They have a couple good examples of what you need to record. The fastest and cheapest way I have found is a simple 4 x 6 cheap flip notepad. date, time, location, incident notes, names, dob, descriptions, vehicle description and plates. etc. and a final summary of what you did and saw.

If it is showing correct in openiv. There are files in the update folder that are being run instead. Search the update folder and replace the files there too. sorry I dont have my list of files with me at the moment. The car update files are in various locations in the update folder. I think they were in the dlcpacks like this one... update/x64/dlcpacks/patchday4ng/dlc.rpf/levels/gta5 check all the patchday folders.
