It's the most stupid mod I ever done! 

Anyway, because of the threat of a terrorist attack the Civilisation Committee had to leave Liberty City and a vacant building was taken over the NOoSE in order to organize a center of opposition to terrorists and immigrants.

What includes my work?
- 4 NOoSE logos on the buildings that raise the spirit of patriotism
- No humane statues of CC! This is war!
- US flags instead of CC flags! More patriotism!
- Bigger car parking with auto-spawned NOoSE vehicles (nstockade, polpatriot, noose) + annihilator on the helipad!
- A concrete block that will show everyone under whose control is this city! (like in GTA V - Los Santos Liberty City Government Facility)

Work is in progress that's why no appropriate screens are here.
But you may choose where should concrete block stay! (just draw a rectangle on the attached image)

Where do you want to place that concrete block? If it will barricade the entrance it may be difficult for officers to get vehicles out of the parking lot. Maybe you'd think of installing a tollbooth like LCPD East Holland station has? 

 

I mean a шлагбаум. Hell knows how this thing is called in English.

I thought you're talking about concrete barriers which are used at military outposts for example to prevent cars breaking through.

UPD #1 (11.01.15):

 

- Added flags and all (4) NOoSE logos
- Problem with the texture of parking area was fixed

A bug was found: the skeleton of three sculptures in the centre is still there! Niko climbs on it and leaves footprints!

As I said, "No humane statues of CC!". I tried to keep my promise, but something went wrong. Hangman's noose 3d model had too many faces to be converted to GTA IV. Now I'm surfing the net in search of more 3d models and I think that I won't find the suitable one. Guys, can I rely on your imagination? Do you have any ideas?

UPD #2 (18.01.15):

- Original LODs were updated to my current version (NOoSE version)

- Collisions (=STATUES SKELETON BUG) fix. Now there is no obstacle for parking

- Added more parking places (pic below). And yes, I have no time to rescreen this, but the stripes are on the right place

Good news: NO bugs were found!!!

To do list

• Create a "To do list"
• Remove/replace humane statue of happy human in the garden
• Make and add a model of tab (=concrete block)
• Learn how to deal with .OPL and force the vehicles to spawn
• Collect every file to archive
• Upload "LC NOoSE instead of CC" mod to lcpdfr.com
• Cross everything above

I think you should fix the positioning of the sign, it sort of sinks into the ground a bit, but other than that, this is a nice (and very innovative) project.

Hey, sorry for the bump, but is this project dead? I would love to see it happen.

Yeah, it is close to the death. I can't cope with all the problems in my personal life. And I really have no time to do anything with my WIPs.
If anyone wants to finish this - just write me and I'll sell you all the files and instructions. Note that the majority of them are made in 3ds MAX!

I have good news for you:

1) The part of this project is now under OfficerVic's control (.OPL modifications)

2) Concrete tab floating and collisions were fixed (I've recently found files made by me two months ago)
3) Human statue will be replaced (I think) with guns (maybe M4's or Shotgun's or MP5's)

 

And before the March ends "LC NOoSE office instead of CC building" must be in Downloads section!

I thought this was for GTA V and I really just want to say how depressed I am for scrolling down this entire thread thinking it was for GTA V then seeing like 6 pictures of GTA IV ... Followed by intense crying in the corner!
