It was from the last glitch. Some old crew with an LSPD logo. C* doesn't remove the glitched logos.

Go into Siege Mentality II, win the round, go to freeroam, open up the quick job thingy, select capture mode. Go in and see if you have the police outfit, if not, do it over again. if you do have the outfit, while in the Capture game, switch your glasses on the outfit, and then go to free roam. You'll have it, just make sure to save it as a custom outfit.

Correction on the post. It's Siege Mentality IV not Siege Mentality II. It's still working as of about 2-3 hours ago. The Prison Breakout - Station glitch is working as of yesterday. This is for Xbox 360.
