I'll be needing some more information than this. When did the crash occur? How often does the crash occur? Do you have a legal copy of the game? Are you running the game as administrator? Did you use the manual or automatic installer?

So, do you have ELS enabled cars then? Because if yes, 'divide' won't do anything to the lights.

Me, posting daily, come across issues with the automatic installer, but no one has ever complained that the Manual Installation Package is too hard/complicated to use. There are instructions for it, and if you can read it really shouldn't be a problem. To quote the official G17 Media LCPDFR Facebook page on a similar post to yours, OP: I say show some respect to the devs who work very hard to bring this mod to you and the rest of the community for free and in their own spare time.

Do they look ok without the enb? (Truth to be told, I am not much of a ENB expert).

Hm. My recommendation is to play around with the file called "visualsettings.dat". Especially the emittance values. Let me know if you need help finding that file etc.

It should only be Noose officers, and maybe FIB agents.

It could very well be the ped mods. Do you, by any chance, have backups of those?

They do, but if you have a too high poly model it may crash the game. Would be pretty neat, yes.

Indeed! It's because they send 4 NOOSE Officers in fast, unmarked cars :)

When calling for NOOSE support, they will use fbi, nstockade and noose. So either of those is a risk to mod heavily.
