Running the game as administrator: Go to the GTA IV folder, right click on GTAIV.exe, Properties, Compatibility and select 'Run this program as administrator', do the same exact thing to the LaunchGTAIV.exe.

I just tried doing the same, it would seem like they are indeed broken. Let's hope management is working on it.

Internet Explorer isn't supported, so that won't help you. Does it do the same with the manual installation package?

I'm not really sure, but I am pretty sure that it is a mod that is causing this issue. Do you have any chance of trying without mods?

I know that some NPC react to sirens, are these activated (even if you can't hear them)? The cause must be one of your mods I think, so I'd try without them and see if the same thing happens.

I think it would be a useful feature to have some way to know if you're in a "vanilla" callout or user-made callout. For example, if you have several user-made callouts, and you think that it's causing crashes, it would be a lot easier to detect which plugin it is. Hope that made some sense.

Then I am not really sure what could be wrong. Try the manual installer on a clean installation of GTA IV.
