I'm not sure I have ever heard a president say those things, feel free to link me to a speech / press release where a president said this. And you do press the verification box? (Also, LCPDFR does not manage the verification system, you need to contact that company directly if we can't solve it).

I'd look at the monitor settings too, just in case they're not correct. There should be a "Automatic" button on the screen (if you're lucky).

Try changing the settings on the monitor, and make sure that all drivers are installed properly.

Running the game as administrator: Go to the GTA IV folder, right click on GTAIV.exe, Properties, Compatibility and select 'Run this program as administrator', do the same exact thing to the LaunchGTAIV.exe.

It need to be set to '1' to be enabled.
