GTA IV will leak memory even if your specs aren't that good, usually caused by car mods or any large mods. But sure, specs might affect it a bit. For lower poly car mods, you might want to check out GTAPolicemods or sites like that. There are plenty if you just google and look around.

If you're using HardCore mode that you were given choice to tick or not during the installiation of LCPDFR, police blips won't appear, at least that what I think. Go to the scripts folder and open FirstResponse.ini. Set HARDCORE = True to HARDCORE = False. I think that should do the trick.

What are your specs? If your "map" is disappearing and stuff, it means your system can't handle all the mods and such too good. Try lowering your graphical settings, I can't guarantee it'll work, but it might. Sometimes getting rid of the mods is also the only option, unless you will upgrade your PC.
