They don't speak about roadworthy vehicles if you hit "Reckless Driving". This has been already said, either use other or reckless driving.

I don't think you can change weaponry for partners currently.

We couldn't share those files here for copyright reasons. You should re-install the game or you could get rid of the vehicles.img if you're running Steam version, since you can right click the game in your library, select properties and go over to local files, where you find "verify integrity of game cache." Click it and it will re-download all missing files. That way you could have the vehicles.img back with the annihilator.wft.
