Unfortunately not. Until ELS is released steady-burns aren't possible. This is some good old fashion Photoshop trickery, lol. :P I took two pictures of the car, one with the left light on and one with the right and then combined them into one image. ;D -

Interestingly enough (I didn't know this until I looked it up), the Fugitive is actually based on the Holden Caprice and is referenced as being a police vehicle in the game. http://gta.wikia.com/wiki/Fugitive
