Yup, LCPDFR 1.0 definitely has AI traffic stops, they're not very common though. I rolled up to an AI stop a couple of weeks back and managed to take a screenshot.

A set of four Liberty County Sheriff liveries for the Dodge Charger (2010-below) model, based off the Cherokee County Sheriffs Office. Liveries have been made on the Bxbugs123 template and will only work on models supporting that template. Features: Scratch Made Decals Custom Badges and License Plates Multiple Livery Support Ultra High Quality Versions (4096x4096) Note: Ultra high quality liveries may cause texture loss or the game to crash. I'm working on some other stuff at the moment so unfortunately I won't be able to do the Crown Vic texture, sorry. Hopefully someone else will take over.

I've never removed audio files before, but knowing how temperamental GTA IV is I figured it would probably just crash, lol. You'll just have to experiment. Are the voice files different to those of the weapons and horns/sirens (in terms of format)? I would of assumed GTA-IVaud wouldn't have any problems opening them.

GTA-IVaud v1.1.5, I'm not sure how the game will react to the missing audio files though, it'll probably just crash. ...and you updated your post just as I replied. GTA-IVaud is the only one I know of, but as I said, removing the audio files probably isn't a good idea.

Scripthook and your choice of an asiloader (dsound/xlive) are provided with LCPDFR. If you don't want to install LCPDFR, you can download the manual installer and just copy over scripthook and one of the asiloaders (dsound or xlive) to your games directory.

MODERATOR NOTICE Moved to GTA IV Support Requests. You only need to run one of those update applications, not all of them. As long as one of them worked you should be fine. You can check which version of GTA you're running by navigating to the Grand Theft Auto IV folder (C:Program Files (x86)Rockstar GamesGrand Theft Auto IV or something similar) and checking out the details tab within the properties tab of the GTAIV.exe.
