Yep. There is a section way down the bottom of the ELS.ini called [ MISC SETTINGS ], under that section you'll see "Ai_Els_Sp = on", simply replace "on" with "off" and the AI should no longer use ELS.

No you don't have to start over and yes, replace the glass with the tinted version (should be the same name).

Darken the glass in Photoshop, import the textures and then import the model and you should be good as the glass should already be assigned.

Since you're running a fairly low end computer, I'd recommend removing Traffic Flow. I've experienced texture loss using it before on my old rig.

3DS Max doesn't support GTAs format. You have to use Zmodeler 2 to convert the models to and from 3DS Max.
