The document in [GTA Directory]/scripts/GTAPolicingTools called manual.pdf, if you chose to include that when you installed it. If not, then the file in [GTA Directory]/scripts called GTAPolicingTools.ini, which can be opened with a text editor.

Make sure you run the installer as an administrator (right click it), and make sure the directory it points to during installation is correct.

Yes, but you have Windows 8.1 which doesn't have a limit for manual recording. I'm sure there will be changes and more options in the future.

This should solve the problems with LCPDFR functions not working. However, the other scripts will have to be updated. I don't know about Braveheart (creator of Policing Script), but Abraxas (creator of Police Helper and all other vdH mods) has left the modding scene for the most part because of personal reasons. He explains the problem here, analyzes it here, and fixes it here. I think this is the AdvancedHook.dll that is installed with LCPDFR and I'm sure this is one of the reasons LCPDFR has been taking so long to develop.Light Stage 3 is the primary lights...New York State Police has a different scanner for each troop.
