Ah! So that's what the KiB abbreviation actually means! In my opinion "mebibyte" sounds ridiculous and it's harder to pronounce, but hey, if that's what the IEEE wants. I don't see why people would even use SI unit prefixes for computers to begin with, as the kilo binary would be the proper term, and using the power of 1000 rather than 1024, because it could cause some hardware related problems.

GPU Over clocking?
The "games" they are talking about are really old, and plus, it never says at what framerate! :P Those temps are already so high they are probably going to damage the card in the long run, and your poor little heatsink can't cope with those speeds, which is probably making the fan run at or close to 100% most of the time, which is risking the fan failing. What you could try to do is clean out your computer (I use a vacuum and those compressed air cans to get out the dust, and I've found using a used anti-static dryer sheet works wonderfully at getting the dust off the fan blades). Your computer can't cool if it can't inhale cool air and breath out hot air.

I see what you are saying. If you buy a cheap $500 PC every 2 years, you actually spend more than if you bought a nice $800 PC every 4 years. You'd save $400 over 8 years if you bought the expensive PC. 8 gigabytes does not equal 8.2 gigabytes. 1 kilobyte equals 1024 bytes (a byte is 8 bits), 1 megabyte equals 1024 kilobytes, 1 gigabyte equals 1024 megabytes, and so on. If your computer had 8.59x109 bytes, that would equal 8192 megabytes, which equals 8 gigabytes (8192/1024 = 8). Lots of manufactures like to "change" their definition of a gigabyte so it equals 1000 megabytes, which just isn't true. They can then mark their products so that it makes them seem like they have more memory than the actually do. For example, if you bought a 1 terabyte drive from one of the these manufacturers, it would only have 976.6 actual gigabytes. This leads to confusion with consumers on how much a gigabyte actually is.

KevinDV's Mods - Will we ever see them again?
I also considered making a topic on whether authors from GMC were going to re-upload their models somewhere. It was a shame that someone had to DDoS it, and I would see why they wouldn't want to re-upload their models somewhere else. By taking down GMC, the attacker also took down all those great mods. In a sense uploading to another site would just be like giving in and joining other communities. What I think would be the best way to redistribute the mods without uploading to other sites would be the authors giving permission for other members to share their mods with people who request them or their friends via mediafire links or something (not re-uploading to modding sites for the general public to download though). Just a thought...

Yeah, I'm not as familiar with AMD CPU's, but overclocking should help some, especially since you can get a pretty good heatsink for $20-30 (vs $100+ for a new CPU and mobo).

The cops will do that in GTA IV too. They'll commandeer any empty vehicle to chase you down (They might force people out of their cars too, but I've never seen it).

Best Way to Texture a Tire
Lol, well yes, but the texture would be applied with the angle of your current viewpoint, causing the texture to stretch and not look right. Plus, It's even more vital that the texture be undistorted because the tread needs to tile properly and look seamless (the texture only has a little section of tread that you have to map to the whole tire).

I figured out how to unwrap the tire in 3ds max so it maps flat on the texture using this youtube tutorial.

PC Improvement
Well, your processor is ok, but it uses an older type of socket that newer CPU's don't use, so it would be tricky finding a new one. Depending on how good your case airflow is, I'd recommend buying a new heatsink and overclocking your processor if your comfortable with that. For a graphics card, it really depends on how much you are wiling to spend.

I'm confused on how you have 8.2 GB of memory. Normally computers will have something even like 4, 8, or 16 gigabytes. Your graphics card is ok, but not great. It's probably around a $50-60 graphics card. If you want major improvement, you'd have to spend over $100 for a decent card.

My guess is that the officer's model will vary depending on what part of the city you are in, as that is what happens with officers on foot and in cars. For example, Alderney is patrolled by the state police model rather than the regular municipal police model.

Re Install?
I believe that is only if you repair the installation. By uninstalling, you are removing the whole game. If it does leave some files behind, deleting the GTA IV folder (if there still is one) after the uninstall should fix that. Then, you may proceed with installing the game as you did when you first installed it.

Phonebloks - A Phone Worth Keeping
They posted this yesterday. I still think that the phone would be much faster if the parts weren't modular, simply due to the fact that the phone's motherboard would have to connect in some indirect way to essential things like the CPU and RAM. For example, on a normal computer (and normal phones) the CPU connects to the motherboard via thousands of pins (the latest intel chips have over 2000 pins), allowing for lighting fast communication with the motherboard. Funneling all this data through only a couple pins (which is what they would have to do) would cause a huge performance drop. It would be like trying to run your computer with your processor plugged in a USB port, it doesn't work nearly as well.

I think that either she shouldn't hand out candy to anyone or hand out candy to everyone. Discriminating based on the appearance of the child is not acceptable. A child could look "obese", but in reality he could be just a pacific islander with a bulkier build than other races. I know a lot of really fat looking people that are actually really physically fit. She should have no say in whether a parent lets their child trick or treat, it should be entirely a decision the parents should make.

Certain car problem
You have run out of vram, my game did that after I installed the ultimate vehicle pack. I used the command line option -availablevidmem 1.7 and it helped with the problem.

L.A Area / LAPD Vehicles / CHP
I can confirm that the LAPD still uses the bell jet ranger and the AS350, as I have seen them around at a couple of airshows recently. I also saw a CHP AS350 with a green/gold paint scheme, if that helps. Also, an LA county sheriff Super Puma or Sea King (I can't tell, it flies too high) flies over my house once an a while.
