What matters to them is costs, which vehicles are cheapest to purchase, cheapest to maintain/repair, most fuel efficient, etc. Performance doesn't have that much to say in metropolitan areas as they will rarely exceed speeds of 50 mph.

A libarary is files such as resident.rpf, Vehicles.ide, weapons.ide, they contain multiple files, and are usually much larger tahn single files such as horns.ivaud, police.wft and so on.

We have revised the policy on uploading original files, single files, such as this, is alright to share on the forum, however whole libraries (vehicles.ide etc) aren't. We won't allow users to host original game files in the downlaods database, they have to use third party hosting services as it puts us in a different position legally.

Need help buying/building or upgrading a computer?
In store staff usually have no clue what they are selling, they know the specs listed on the in-store signs, so don't listen to them. They are also trying to make a sale, so they will say almost anything they can in order to close the sale. You can't upgrade laptops, graphics cards are usually embedded on the motherboard, the only really upgradeable parts on a laptop are the battery, the HDD and the RAM modules.

I'm a huge Ford bloke, love them to bits, cracking cars in every aspect. But they really are not doing themselves any further, the 2013 Ford PI looks amazing, but they are losing forces each day by not starting the new production line, Chevy is already producing the Caprice, and Dodge is also supplying Chargers, and both has been doing so for a while now. Every mid to large size forces will try and unify their fleet for easier maintenance and lower purchasing costs, other brands (Chevy, Dodge) saw their opportunity here by both conveniently launching new PPV's while Ford is busy doing other things. There will be problems with the new PI, as will there with the Caprice and Charger, every new model will have issues, that's just the way it is, even big expensive luxury cars will have issues in the beginning, judging cars based on those issues aren't fair. The PI is a big change, both design wise (it actually has a design now, compared to the CVPI which isn't exactly the Kate Upton of cars), and also performance wise. It's nice to see the Yanks realising that their big, sluggish V8's aren't the best in the world, but the Turbo charged V6's might not play along initially. We had problems with our Mondeo 2,5 Turbos catching fire after being raped from a cold start, Ford had to revise the turbos due to that. Lets not forget that the CVPI weren't exactly the mighty saviour when it first arrived, it also had its technical difficulties. Personally, I think that Ford IS losing market share, and they are going to be seriously on their arses if the new PI aren't ready soon (some forces in both the US and Canada has bought Civillian Taurus'es), I've already seen a fair few photos of Caprices in service with s

Yeah, you could map the lightbar to only be on primaries, and the body lights to be on secondary / wig-wag, or the other way round, EVI relased a Charger with the lightbar as primary and the body lights as secondary.

It is no longer reasonable to assume that it is a police officer driving the vehicle when it fails to stop for another police vehicle, and officers pursuing has to act accordingly to the situation and the potential dangers. Before speaking to the diver and verifying his information, it is only reasonable to assume the worst has happened, a Miami cop has been killed, and the suspect made his getaway in a police vehicle, it's fairly safe to assume that if that was the case, the suspect wouldn't think twice about taking out another cop, the suspect could very likely have taken the service weapon, as well as the gun used to kill the officer, as well as any other guns stored in the vehicle (shotgun AR-15 the like) , so the officer has to respond the potential dangers of the situation, I.E. doing a gunpoint arrest. She would have been dead if she assumed that the driver was a cop, and did not do a gunpoint arrest.

The cop in the second video wasn't driving for the conditions, he should have been going way slower, he didn't slow down for the junctions, he should have slowed down when the vehicle started braking without pulling to the side of the road.

As far as I am aware the Miami officer was on his way to a off duty security job, he was late for work. She was justified to be suspicious of the vehicle, a Miami police vehicle going like a bat out of hell on the motorway outside their jurisdiction, it could easily be a stolen cruiser, a fake police car etc. The officer gives clear signals for the vehicle to stop, yet the Miami officer carries on, that's fleeing and eluding /leading police on chase / failing to yield (depending on the terminology used), at that point it would only be sane to assume that the police vehicle is either stolen, or a impersonator that does not want to be caught by police. When he finally does pull over, he does so in the central reservation, something that even the dumbest of people would know not to do, it is safe to assume that if a person got hold of a police vehicle, he could also have gotten hold of a weapon/brought one with him, the past actions of the male driving indicates that something is wrong, she anticipates this and puts him at gunpoint, had it been a stolen cruiser, it could easily have been a fatal officer shooting had she not put the suspect at gunpoint, we'd be criticising her for not putting him at gunpoint had the car been stolen, potentially after killing a cop. It stopped being a cop on cop encounter when he failed to stop for the FHP officer, at this point it can no longer be assumed to be an officer of the law operating the police vehicle, and should be dealt with accordingly, I see no issues with the FHP officers actions, it's the Miami officer who should be in trouble for showing judgement not in character of a police officer, I'll encourage him to apply for the security job on a full time basis.

Zmod: Police Console Glitch
PFC provided the textures in .dds, you need to convert them into .png using a image editor, Nvidia has the necessary plug-in for photoshop, GTA can only handle one image format, I don't know if zmodeler follows that rule when importing, but during exporting to .wft you'll have to pick between having textures in .dds, .png and .tga, .png has the smallest filesize, and is easier to customize.
