Uninstall high poly car mods, your game will have major texture issues if you install too many car mods. If it's still not working, then the only effective way is to upgrade some of your hardware components, using commandline.txt that is only a small band-aid on a gushing wound.

Exactly what error are you still getting, the SMPA600 error, or a different error?

Don't use ELS, especially in multiplayer, don't use any "taxi fix" mods, generally keep the use of mods to a minimum in multiplayer, it will make it unstable, and there is no way to fix it other than to not use them. Otherwise experiment with adding one mod, testing, then removing and trying with a different mod until you've tested all mods.

RC stands for Release Candidate, I.E. not a final version.
