On further inspection, it looks like a Whelen SA310 siren speaker, so chances are that the lightbar's an old Whelen

Not related to LCPDFR, moved to GTA IV > support. Also please refrain from making bold posts in larger size, it's not very pleasant to read, it's very similar to someone taking in a raised voice, or even shouting.

So they are a private police force?, that doesn't sound right to me.

They've got orange lights on the roof, not blue-red lights, they aren't authorised to do actual policing, but only their security job. Just like any other civilian they can perform a citizens arrest, their cars are decommissioned cop cars, and might come with the cage fitted. It's a clear imitation on police, I doubt the local police is happy about them using such close imitations.

That officer won't ever live down that he once nearly got blown up by the Dutch air force. It's one hell of a coincidence, but I'm rather surprised that the LAZER's aren't operating on a different frequency (do laser beams even have frequencies?) than bloody top secret military laser guidance systems.

It's not about solving it quickly, but about solving it correctly, getting the evidence needed, and building a solid case against the suspects that will stand in court.

This has been discussed with management, their verdict is that it is up the original creator to file a complaint. It is not up for you lot to discuss, in situations like this it's the evidence that matters, I personally investigated the claims on a report, and found nothing at fault, I haven't found a Silverado model by GFXLE, the final verdict was signed off by LCPDFR management.

The Gumball rally is one of the craziest things to ever hit the public roads, a few years ago, a team called "Team Polizei" (German for "team police") participated in the Gumball, with a BMW kitted out with various police lighting equipment, as well as a siren. They ended up getting a blue light escort by the Italian Polizia:
