I can download SHV just fine. Have you tried using a VPN to connect to a country on a different continent?

Does GTA launch without RPH?

EPC is throwing an error but I can't really tell you what you need to fix. See if EPC has some sort of config file/.json file that you have maybe edited prior to your crash occuring. Is this happening consistently? If so, what are you doing before it crashes or is it at random times under random circumstances?

A couple of things: Remove HighWay Callouts Update SuperCallouts and DeryllCallouts Remove LSPDFR+, ResistPlus, AlboCommon dll Retry If that still crashes, also remove LoreCallouts and retry again, then remove EPC if it still refuses to work (there is an issue with EPC related to Newtonsoft, which I'm not sure how to fix other than making sure the plugin and all its dependencies are installed correctly). If you still have issues afterwards, attach a new log (the one from your main GTA V directory, not the logs folder).

As far as I know, you can't change the ELS panel much other than it's colours. You are probably referring to either DLS v1 or Siren Mastery, which used to support custom panel textures. Your image specifically looks like it's from siren mastery or even FiveM.
