You can add stations via the lspdfr specific xmls inside the lowercase lspdfr folder. You can either add to the stations xmls you may already have or create a new one following the syntax of those that already exist. They work based on coordinates you can get by entering „printinfo“ into your RPH console while standing where you want the new station icon to be. The coordinates will be copied to your RPH log file.

You need to have the ped kneel on the ground. I believe this is the Q key once they are cuffed.

It’s currently still in early access stage but there’s progress being made towards a full release. I have a feeling something is wrong with your GTA V legacy since nearly any other person can use it fine.
