I appreciate what you've done; however you probably should zoom all the way out so people know exactly where you're talking about, at the moments it's quite hard to.

Did you extract all the files in the archive to your desktop, or just openiv.exe? If you've only extracted openiv.exe then that's why it's not working. If you've extracted everything, then it could be that while extracting the files somehow got corrupted, so just extract them again.

There's a tutorial in the tutorials section; however it is quite fast, but that's how I learned. Even though I had to watch it over quite a few times.

Today I saw an X5 still with the Lothian and Borders logo, a good 5 months after the Police Scotland formed. I redact my statement about cops in the UK being just as organised (it may be the case for England) but definitely not here in Scotland

I'd say they're just as organised as American/Canadian cops. They're just a lot more protective here. For example, you're allowed to listen to police radios in America and Canada; however here in the UK they have special radios that can only be picked up by other radios of it's kind that are programmed the same way. (here's more info on it)
