  1. lol. No, the webiste that hosts it, is down at the moment. You can't access it.
  2. 1. Urban Dictionary has a lot of crap in it. 2. You get ELS from gtapolicemods.com, which is down at the moment.
  3. It's done when it's done. Be patient.
  4. You should complete the first mission at least. I'd recommend a 100% savegame though. Cars that say "ELS", need ELS, no way around it. LCPD:FR does not include it. Herp'a'Derp isn't an insult, it's something you say when somebody asks an obvious question, so nothing personal :)

  7. You can add cars without replacing, there is a tutorial on GPM (which is down atm). You can only ad 3 police cars through that method though. By default it looks like this: GTA IV holds 7 police cars. Thats police, police2, noose, fbi, polpatriot, nstockade and pstockade. TBoGT holds 10 police cars. Thats police, police2, police3, police4, policeb, noose, fbi, polpatriot, nstockade and pstockade. Each of those you can replace, editing the handling.dat and the vehicles.ide can make them to every kind of car you can imagine. If you want more, you can either use the method I mentioned above, which works for GTA IV; or start replacing non-policecars.

  9. Do this by going to: \Rockstar Games\Grand Theft Auto IV\trainer.ini look for the line KeyBindingsDisabled=0 //Key Bindings (except menu keys) disabled on startup and change the 0 to 1
  10. GTApolicemods is the site I use most, it has problems with the E-Mail server though. You could try with gtainside.de, they have police mods from time to time.

What you explained in your post is unclear, now that you say it I understand what you mean, but when I read it earlier today I had no -removed-* clue what you were talking about.   14. If you use ELS, you gotta use the ELS controls. J and K. The LCPD:FR lights won't work on ELS cars, at least for me they don't.

  17. In 0.95 numpad is only used for voice and animations. Action keys are all Fx now.
  18. Say whatever you want, I wouldn't go with that setup. GTA IV can quickly hog 80% of my CPU when in a chase with my carmods and ELS so on. "Don't use ELS then" you might say, well I can and I don't have to worry about it because my CPU and GPU manage to deal with it pretty well. Even on 16x AA, Textures on Max, Water on Med and Shadows on Max + Proper ENB. Well after all it's a thing of taste, if you're okay with a Dual Core, get it. Just saying that the system is not balanced. You could downstep the gfxcard to fit the cpu and then get a bigger HDD off that money, and 2 gigs more ram :)
  19. You don't understand what I'm saying. The System is out of balance. You have a dual-core processor, which isn't that fast; but a DX11 card with VERY good specs. Doesn't make sense. He won't be able to use that card to the max with that processor.
  20. Actually there is a sound file for that :) And as far as I've experienced in 0.95 the cops do everything he says, without the loudspeaker part. They don't run up and kill him anymore, they surround the car, pull him out and arrest him.
  21. The problem is, his GFXcard, the one he selected won't run at its best with only 4GB of ram and a dualcore, it's way too powerful for a medium-low system.
  22. Living in the past? 1. GTA IV will run only with medium-bad settings. Other games might lag out, like BFBC2 if he decides to go up from low quality settings. 2. I myself have a normal PC and it's a quad-core with 6 GB ram. That's not a Super PC, that's just the standart for today. 3. For the same Money that you get some Intel crap, get AMD and a better series, maybe a hexacore, they're future proof.

  24. Okay, they don't validate your E-Mail. You need to go to your E-Mail account and open the E-Mail they sent you - There is a link in there which you gotta press. Then you wanna download your cars. Pay attention to if it says ELS or not. ELS is a mod which allows custom lightbars and emergency light systems, such as LED bars and other goodies. You will want to downlod ELSv6 or v5 (depending on what runs better on your PC); if you decide to get an ELS car. If it is an ELS-H car, you will need to get ELSv6 by obligation, since ELSv5 does not work with ELS-H. About installing the mods: You should check out the knowledge base section in the GTA IV board of GTApolicemods, they have a nice tutorial there.
  25. ICQ means I SEEK YOU. And it's a messenger, a very sucky messenger I must admit. But it's the most used Messenger in Germany :/
