Hello!

To install cars, you need to replace them over current models. That can be done using SparkIV, a tutorial is available on GTApolicemods.com

I don't think there is a way to install models in the game without having to replace the original, but of course I can be wrong. Maybe it's the same model with different skin.

As for ELS, you have to download it from gtapolicemods.com or a mirror. Instructions for installation can be found the .zip file.

You can add cars without replacing, there is a tutorial on GPM (which is down atm). You can only ad 3 police cars through that method though.

By default it looks like this:

GTA IV holds 7 police cars. Thats police, police2, noose, fbi, polpatriot, nstockade and pstockade.

TBoGT holds 10 police cars. Thats police, police2, police3, police4, policeb, noose, fbi, polpatriot, nstockade and pstockade.

Each of those you can replace, editing the handling.dat and the vehicles.ide can make them to every kind of car you can imagine. If you want more, you can either use the method I mentioned above, which works for GTA IV; or start replacing non-policecars.

Due to the graphic nature of this post, reader discretion is advised.

Here is the original tutorial.

You are using the WRONG right theme!

A warning with ELS: If you have vanilla GTA IV, you can add cars to police3, police4, and policeb slots, enable ELS for them, and it will work. However, any other ELS cars must replace original game cars. In EFLC (at least in BOGT), any cars you want ELS on must be replacing original cars, not adding new cars. Also, new cars will need SNT to spawn, and (besides police3 and police4) the siren does not make cars pull over.

SNT is not required, the ScriptHookDotNet console can be used too.
