The processor is a dualcore and therefore sucks (If I'm not mistaken about the dualcore part) RAM is too little, I would go with at least 6 or 8. HDD is too small. I myself have 500GB and i'm close to havng it full. Go with 1TB at least. The GFXCard is good. Windows too.

No. It doesn't spawn "more" it just spawns them to a different rythm, like in pursuits. It is not an LCPD:FR issue. If you have problems with it uninstall your shitmobiles, as Sam would say.

LCPD:FR spawns more police cars than usual, thats why it crashes. It IS a problem of ELS and highpoly cars. LCPD:FR is not directly the issue, as it works perfectly with default cars.

Using ELS - High poly cars? If yes, try downgrading to ELSv5. If that doesn't solve the issue we can't help you, it's not a problem of LCPD:FR.

It's not in 0.95 as of now. I think there is a reason that they pull up for the suicidal call, so that if you get shot, they can shoot the suicidal guy. Whilst this is cool on the mission, I prefer to arrive on a shots fired and decide myself what backup I want, or if I want to do it rambo style.

That's a GTA IV feature! You can turn off the P key under options!!
