  1. Try starting your computer in safe mode, then rename the folder.
  2. The only other thing I can advise is to delete your mods folder and remake it. I don't know why your computer isn't letting you do anything to it.
  3. Does anything at all work from your mods folder? At this point, the only problem I can think of is your mods folder not being in all lowercase. If you've put the vehicle files in patchday15, it should be working without any issue. Try dragging the mods folder onto your desktop. Once it's there, try renaming it to mods
  4. When you go to mods / update / x64 / dlcpacks. What all do you see here? Screenshot it please.
  5. Do you also have x64e in your mods folder?

  8. If we used the in-game NPC speed limits, you'd have one road where everyone went 5mph, and another road 70. :P The AI is very random on their speeds. Granted, in some areas there's more of a defined speed. (Such as Sandy Shores) You're good, don't worry. :)

  10. This is a really nice unmarked car. Download the files onto your desktop. Rename the .ytd, .yft, and _hi.yft to whatever slot you want it in, such as police3. In OpenIV, go into your very latest patchday's vehicles.rpf. Click "edit mode". Drag and drop the three or four (sometimes models come with a +hi.ytd) into the vehicles.rpf. Click edit mode again to disable it. You can now close OpenIV. Take the car's XML VCF. Rename it to the same thing as the car. Open your GTA directory and go to ELS-->pack_default. Drag and drop the VCF there. You should be good now.
  11. Rage Show My Location has an option that tells you the speed limit. I don't believe there's anything that states the actual speed limit for each street in the city, country, and highway. At the very most, someone might be able to make a script that says it, but then they'd most likely use the speed limits that are in California. I can already see users from other states and possibly countries asking "Can you add in an option for my area's speed limits?"

  15. CHP going after the real threat! I'd love if this was a callout in LSPDFR, but I guarantee you traffic will run 'ol Betsy over within seconds.
  16. Siren wise, I recommend the Whelen Gamma siren. For visuals, it really comes down to personal preference, however, having used Make Visuals Great Again, I didn't care too much for it. It added a very glossy effect to cars that made them look terrible. I prefer VisualV, and then NaturalVision.
  17. Go back to the ELS download and please read over all of its documentation just to double check that you have done everything correct.
  18. I haven't used his pack, and I'm not entirely sure if raising them is possible. Please check out his file description to see if he mentions it. If anything, you can ask in the file comments. Don't worry about all the questions. :) We were all new to modding at some point.
  19. You're welcome. :) Launch RagePluginHook as if you're going in game. When the Rage logo pops up, click the gear icon in the lower left. When it opens, go to the plugins tab. Here you can set that.

  23. Press F4 in game and type "LoadPlugin Sticky Wheels.dll". Or just start typing "Load Plugin stick" and press tab to make it auto finish it.
  24. 1) Most of the time you're going to wait for one or two backup units depending on the situation. I have never seen a felony stop where they have five or more units on scene. 2) That has so many factors involved and you're going to get multiple different answers. In Cali, you'll often see 5-6 units in a pursuit, where as in some other state they'll keep it to three units max. The situation is also a huge factor. If it's just someone running and they aren't being reckless, you and one other unit should be good enough. If the person is very erratic, all over the road, hitting other cars and being a speed demon, that one would be three-four units + an air unit. 3) Tactical units/SWAT typically won't get involved unless it's a serious situation, such as the shooter barricading himself in a residence, establishment, etc. Most of the time other patrol officers just swarm the area and handle the situation themselves. A lot of departments don't have a dedicated SWAT/tac team, and will require on-duty or off duty officers to come in and fill that role. Due to this, it might take a while before SWAT is even able to get on scene.
  25. The only way to get core GTA files back such as x64b is by verifying integrity of game cache. Please have a look around on our forum or on Google if you don't know how to verify.
