Open the ELS INI and look under lighting for:

 

LightFlashDelayMainLts = 38
LightFlashDelayCoronas = 40

also i have sticky wheels but it doesnt work i put it in plugins folder how do i make it work?

Press F4 in game and type "LoadPlugin Sticky Wheels.dll". Or just start typing "Load Plugin stick" and press tab to make it auto finish it.

is the stickywheels.dll supposed to be in update manager folder or plugins?

You're welcome. :) Launch RagePluginHook as if you're going in game.  When the Rage logo pops up, click the gear icon in the lower left.  When it opens, go to the plugins tab.  Here you can set that.

Oh one last question I am using officer walters NYPD pack how do I raise the highrisers last question im so sorry to bother THANK YOU so much you are so helpful

I haven't used his pack, and I'm not entirely sure if raising them is possible.  Please check out his file description to see if he mentions it.  If anything, you can ask in the file comments.

 

Don't worry about all the questions. :) We were all new to modding at some point.
