Driving on suspended is definitely an arrestable offense, as they should not be driving and know this. Revoked license: Driving on an expired generally will get you a verbal warning, but those who continue to drive on expired will get tickets. I imagine at some point their punishment will be ramped up.

That would be Police Radio/Police Smart Radio for the observation window. Do note, sometimes the window is very glitchy and will flicker a lot. I've noticed as well that the observation window may say one thing, such as open container, or smell of pot, but the mods aren't connected, so just because it says one thing doesn't mean that's accurate. This is not an ELS pack. If you look in the side bar on the file page, it says non-ELS. It will work with ELS if you want it to, but only in the very basic form of lights and siren. You will not be able to utilize ELS's features.

Are you positive these are ELS models? ELS utilizes vehicle extras, such as spot light or ram bar, so if the vehicle isn't ELS but has a VCF, all of the extras will flash. Most ELS authors set it up in the VCF so that extras such as ram bar or spot light are not controlled by ELS. Please link me to the models you're using.

I install far too many vehicles as it is, can't afford to install others. :P There have been quite a few good packs released recently, one of which was T0y's Goose Creek LSPD pack that you can find in the mods section. https://www.lcpdfr.com/downloads/gta5mods/vehiclemodels/ It should be on the second or third page. Just remember when installing, make sure the file names match up. :) If you need anything else, don't hesitate to ask.

As long as you've named the files properly, the textures should work just fine. Per the lights, if you're using ELS, these are not ELS models. This means if you do want to use them, you need to add a slightly modified ELS VCF to suit the model. Honestly, if you are using ELS, it's not worth it to use any non-ELS vehicle.
