To confirm, before you change the textures, does the vehicle spawn without issues? Does the texture look fine before?

No, look here. My POLICE 4 is a CVPI. Its vehicle textures are named cvpi_sign. If you replace one of the textures with a new texture, that new texture has to be renamed cvpi_sign_1, or cvpi_sign_2 depending on what you want to replace.

To install the texture, you need to rename the new image to whatever the current skin is named. For example, lets say a skin is named cvpi_sign_1. Any texture you want to use and replace has to be named the same thing.

I'm not entirely sure about this, as honestly I haven't paid much attention to ambient lights. One thing you can try is take the visualsettings.dat from the vanilla update folder, edit the appropriate lines, and then put it in your mods folder to see if it still happens.

and does this happen when you use the other visualsettings?

You might not have to delete Menyoo. If Menyoo has keybindings, you can just disable them.

I imagine you should be able to grab the RDE backup.xml from the RDE download. Also, I assume you only delete the backup.xml, in which case check your trash bin. Unless you replaced over it entirely.

No one thinks you are stupid. :) Some people would think having two visualsettings, one named visualsettings2, would work fine. So you rename visualsettings2 to just visualsettings and remove the other visualsettings. This doesn't solve the lights issue?

It's honestly not hard at all modding. I've never modded a game before until I came to GTA V on PC, and while I'm still learning, I understand the basics. Most of the time, modding is just simple drag and drop. All you need to do is pay attention and read the readmes/install instructions. 99% of the time the reason someone's installation failed was because they didn't put something in the right folder. Is visualsettings2.dat also in your data folder? If so, that's why it's not working. Visualsettings2 is not a valid file. You'll need to delete visualsettings.dat and rename visualsettings2.dat to visualsettings.dat.

The only unmarked Expedition I'm aware of is in this pack, but it's non ELS. If there is an ELS one, it's either included in a pack I haven't previously seen, or it's on some other site. (Not on GTA5mods, already looked there for you) You can request someone make an unmarked Expedition in this section.

@Mags can correct me if wrong, but I imagine cops still spend a lot of time in court for people who fight tickets, or if officers respond to what turns out to be a serious situation that leads to court, and other similar scenarios.

I haven't used RDE, so my method might not make any difference. In OpenIV, go to mods / update / update / common / data. Extract "visaulsettings.dat" to your desktop. Next, please attach that to your next post.
