Best graphics card for a budget GTA build
GTX 1060 is newer, cheaper, faster, and depending on the model will have more memory than the rest of the GTX cards you've mentioned. Seems like a no brainer to me.

Default vehicle components
You need to modify your vehicles.meta file for that specific model (police I'm assuming). Open vehicles.meta and find police model. Then scroll down until you see requiredExtras line. Find out what extra number the lightbar is then insert the line below (below EXTRA_1 is used as an example only, could be any number depending on what spot the lightbar is). <requiredExtras>EXTRA_1</requiredExtras>

Installing Car Models
You shouldn't have to type any code when you open OpenIV. Read the readme, and follow the instructions. For most cars, it's a very simple drag and drop operation. Some cars will require modding your carvariations and vehicles.meta files (stay away from those if you're just getting started). The game may crash if you messed something up with vehicles or carvariations.meta files. Also, make sure you use the Mods folder, so you can always revert back to original files in case you mess up.

These specs good for LSPDFR?
I haven't experienced drops in FPS running LSPDFR either. I think people that do either use highly detailed cars with 4K textures or a ton of poorly optimized plugins. To answer OP's question, that rig will run GTA V but your video card and memory are potential bottlenecks. I'd recommend 16GB of ram and at the very least a GTX 960 for decent performance.

Help me make this light-bar clear !
By "better", you probably mean easier-to-use. I've used Photoshop since their CS1 release and I can tell you that you will not find a better program that is free. Anyways, not trying to be rude, just wanted to point out the obvious that MS Paint comes with every PC that uses Windows OS, is free, and is capable of making basic edits such as in this OP.

Help me make this light-bar clear !
You could have used MS Paint to do this in 10 seconds, no need to go look for a program.

Bait Car
Great mod! The .INI file allows you to get a little creative with the mod as well (using different cars/bikes etc).

Wig-Wagging Headights with NO PERFOMANCE LOSS!
My bad, it does seem to work now. Not sure why it didn't work before, just reinstalled it and all is good now. Thanks again for this mod, the reflections look awesome!

Wig-Wagging Headights with NO PERFOMANCE LOSS!
Does wig wagging stop when you get out of the car for everyone? Kind of defeats the purpose of having this mod.

Wig-Wagging Headights with NO PERFOMANCE LOSS!
Excellent mod! Didn't experience any performance issues with the other mod, but switched to this one for the peace of mind. Works as advertised, thanks! 5/5

[4K] LSPD Vehicle Texture Pack 2
Hey Brad, any chance you can make these for a Taurus (by F5544) as well? I would love to replace textures for all 3 units in LS. And keep up the great work, you're a true asset to this community!

Someone Needs To Make This!
I was looking for the same thing and encountered same glitches as you described... Until I found this. The bodyguards do follow your commands, do get in the car and stay in, etc. Although sometimes they tend to have a shoot out with police lol. Other than that, this mod works perfect. https://www.gta5-mods.com/scripts/bodyguard-menu

No weapon sound..
I hope you used the Mods folder for modding. If you have, just replace the weapons file within Resident.rpf and you should have vanilla sounds back.

graphics cards
Welcome! For that price range, your best bet is to get an Nvidia GTX 970 4GB video card. I've never had any issues with EVGA video cards, so I would recommend them.

PC/GTA V/LSPDFR help needed!
^ I agree with that answer 100%. For your new computer, you will need at least a quad core CPU (preferably an Intel i5 or better), at least 8GB DDR ram (preferably 16GB), at least an Nvidia GTX 960 w/ 4GB video card (preferably GTX 970 or better). That's if you want an enjoyable experience. And definitely stick with desktops.
