  1. GTX 1060 is newer, cheaper, faster, and depending on the model will have more memory than the rest of the GTX cards you've mentioned. Seems like a no brainer to me.
  2. You need to modify your vehicles.meta file for that specific model (police I'm assuming). Open vehicles.meta and find police model. Then scroll down until you see requiredExtras line. Find out what extra number the lightbar is then insert the line below (below EXTRA_1 is used as an example only, could be any number depending on what spot the lightbar is). <requiredExtras>EXTRA_1</requiredExtras>

  4. You shouldn't have to type any code when you open OpenIV. Read the readme, and follow the instructions. For most cars, it's a very simple drag and drop operation. Some cars will require modding your carvariations and vehicles.meta files (stay away from those if you're just getting started). The game may crash if you messed something up with vehicles or carvariations.meta files. Also, make sure you use the Mods folder, so you can always revert back to original files in case you mess up.
  5. I haven't experienced drops in FPS running LSPDFR either. I think people that do either use highly detailed cars with 4K textures or a ton of poorly optimized plugins. To answer OP's question, that rig will run GTA V but your video card and memory are potential bottlenecks. I'd recommend 16GB of ram and at the very least a GTX 960 for decent performance.

  7. By "better", you probably mean easier-to-use. I've used Photoshop since their CS1 release and I can tell you that you will not find a better program that is free. Anyways, not trying to be rude, just wanted to point out the obvious that MS Paint comes with every PC that uses Windows OS, is free, and is capable of making basic edits such as in this OP.
  8. You could have used MS Paint to do this in 10 seconds, no need to go look for a program.
    Great mod! The .INI file allows you to get a little creative with the mod as well (using different cars/bikes etc).

  15. I was looking for the same thing and encountered same glitches as you described... Until I found this. The bodyguards do follow your commands, do get in the car and stay in, etc. Although sometimes they tend to have a shoot out with police lol.   16. I hope you used the Mods folder for modding. If you have, just replace the weapons file within Resident.rpf and you should have vanilla sounds back.
  17. Welcome! For that price range, your best bet is to get an Nvidia GTX 970 4GB video card. I've never had any issues with EVGA video cards, so I would recommend them.

For your new computer, you will need at least a quad core CPU (preferably an Intel i5 or better), at least 8GB DDR ram (preferably 16GB), at least an Nvidia GTX 960 w/ 4GB video card (preferably GTX 970 or better). That's if you want an enjoyable experience. And definitely stick with desktops.
