Here's what I did... got rid of my $100 mechanical keyboard and replaced it with $20 quiet keyboard. Also, got an Xbox One controller. Both are very cheap ways of fixing this issue.

That's more than likely because you have your Rage plugin somewhere other than your main GTA V folder. Give us an exact message and/or screenshot.

I don't see why it wouldn't. It has PCI-E slot, same one you're using for you GTX 960. Never heard of a motherboard bottlenecking a video card... you should be fine.

GTX 970 is a good card as well. I don't know that much about Radeon cards, but I do know that they are usually less power efficient. So you may need a more powerful power supply, just keep that in mind.

Have you tried hitting Alt+Enter in-game? You should be able to switch between windowed and full screen modes that way.

Yes, that's correct. And you would need a special Z170 motherboard for overclocking to work. If you're not going to overclock the CPU, go with the 6600 instead. You'll have a good budget PC in the end.

Yes, this happens to me sometimes when browsing mods (in a single tab). For instance, if you are reviewing a texture pack where the author included 10+ vehicles in the description. That's when I get that message because they all try to load at once and there's nothing really you can do.
