Animal Services Vehicle
I've never seen one for a real vehicle. There aren't really any (released) vehicles with that shape.

[REL] Coastal Callouts Discussion Thread
The very first option presented on that post is to donate directly via paypal through my website. The second option presented is to donate a 3D model to support the project. The third option presented is to support non-profit organizations whose missions I believe in. If you don't support those organizations, that's fine - there's no obligation to donate to them, even to participate in the Benefactor Program. There is no political agenda here, and I have made good friends with many people through this site who have very different political opinions from myself. We respect each other, learn a bit about other people's lives and how others look at the world, and we share an enjoyment for modding GTA and emergency services. What we don't do is start fights in public forum threads. I politely request that you abstain from political discussions here. There are plenty of venues on the internet to argue with people about politics; this is not the place. As I said just a few hours ago...

What's the difference between FBI and DHS?
It would depend on the situation. You might have DEA (Drug Enforcement Agency, also under the Department of Justice) involves, you could have FBI involved as part of the investigation (drug lords are probably involved in more illegal stuff than just drugs). If people have warrants out for them, US Marshals (also DOJ) might be involved. That's what I meant about how it's confusing and there are overlaps.

What's the difference between FBI and DHS?
US federal agencies are very confusing, because there are a lot of them and their jurisdictions often overlap. Departments are the highest level of organization of US federal government agencies. They each have a secretary, who leads the department and report directly to the President. Each department has numerous agencies beneath it, each with a more specific role. So, the Department of Homeland Security is a top-level department which contains a bunch of agencies, including (but not limited to): Coast Guard Secret Service Customs and Border Protection Immigration and Customs Enforcement Federal Protective Service Federal Emergency Management Agency (FEMA) The FBI is the agency for domestic intelligence and law enforcement (the CIA does foreign intelligence). The FBI falls under the Department of Justice. As far as I know, there is no "DHS SWAT team" per se, but the various agencies administered by the DHS may have their own SWAT teams. The FBI and DHS do also work together quite a bit. As for what DHS does, each of its agencies has a different mission.

[REL] Coastal Callouts Discussion Thread
It's damned if you do, damned if you don't. Release a mod early in its progress, and people complain that it doesn't have all the features they expected or that it has bugs. Release updates too often and people complain that you are just trying to get more downloads. Release a mod before it has a lot of variation in the callouts and people complain that it's boring. Wait until a mod is actually polished and release-ready and people complain that you're being greedy. Quite frankly, I'm tired of people who have never contributed a useful or complex mod in their life complaining and acting entitled like this. I will release my mod when I am happy with the level of polish. That's my decision to make. But since people seem to feel the need to attack the legitimacy of having an extended beta, let me share some additional information with you: I have not yet finished making an automated installer for the DLC that comes with the mod. The installation process is very complex; most of my beta testers have had some sort of issues with the process, and I've had to give support to most of them. If I released the mod to the public now and had 1000s of users, there would be no end of complaints about how difficult it is to install. A limited beta controls the number of people who need to be helped. I don't feel comfortable releasing something with such a convoluted installation process to the public at large, both because it's unfair to users who expect a released mod to work properly, and because I don't have time to support the inevitable numbers of people who wouldn't be able to figure it out. I have released 25 updates to the beta since it started in January. I often release multiple updates in one day, in fast response to issues that beta testers have encountered or as I add new features. That kind of update frequency isn't compatible with a public release. I have methods in place to ensure that beta testers are updating frequently, but with released mods people a) don't like to update once they get a stable setup, and b) often don't notice that a new update is available on the site. Videos show the best parts of a new mod. People don't record the bugs, the hours of frustration trying to get something to install correctly, the features that aren't complete yet, the game crashes, etc. But none of that really matters anyways. I don't owe you or anyone else anything. Those of us who develop mods do so for our own enjoyment and enhancement of the game. Usually we choose to share those mods with others so they too can have that enjoyment, but it's our right to choose what to share, when, and with whom. If a developer feels their mod isn't yet complete enough to release, that's their right. I've noticed that the only people who complain about this are people who have never actually developed anything themselves, and simply expect the community to give them everything now, for free, working perfectly, with free support, etc. Honestly, if we wanted to, we could make all our mods only available to people who buy them. Many modding communities are like that! I'm proud of the collaborative spirit among lspdfr plugin developers, and I'm glad that mods have always been freely available to anyone who wants to enjoy them, once the mod is ready. I've said before, and I'll reaffirm now, Coastal Callouts will be freely available when I feel the mod is ready, because I want you to all be able to enjoy it. Just be patient. I'd like to get back to the topic of actually discussing the mod that's under development, so if anybody else has any issues with the concept of people getting rewarded by mod authors for choosing to donate to support their work, feel free to send me a PM or post a separate discussion topic elsewhere. But please stop whining about it in my WIP thread. This has gone way too far off-topic, and frankly I have no interest in continuing to belabor the point with people who have no idea how much time and effort it takes to make a good modification.

The 33' is right between the 25' and the 45', both of which we already have, so it's not a high priority for me right now. It'll depend on whether any vehicle modelers want to contribute some time towards working on such a model, and whether someone can find a purchase a model for conversion.

[WIP, REL] Better EMS
A new version of Better EMS will be coming out soon, with support for Police Smart Radio, new customization features, and a bunch of improvements and fixes for various bugs. For the next version after that, I have finally put together a way for two AI peds to carry a stretcher. Not sure yet exactly how I'll put this to use in Better EMS, but I'm excited to finally have this capability.

The mod will be available for free to everyone when it's complete. It's currently still under development. Many other mod authors offer early access to donors. I'm sorry if that offends you, and if you don't wish to use the mod when it's released that's really just fine by me.

Yes, we discussed it and he has allowed me to include them as well as make edits to the models as necessary.

The latest updates on Coastal Callouts progress: I completely redid most of the boat pursuit AI. It's much more stable now! You can now use a megaphone to order a fleeing boat to stop. There's a random chance they'll comply. When suspects give up, they'll stay seated in their boat with their hands up until you approach them. AI boat police are now smarter about following suspects. Pursuit system now tracks bullets fired into the engines, and disables the vessel if enough shots have been fired. If a ped falls in the water, nearby boat police will chase, and if they get close enough take the suspect into custody. New, more realistic rescue basket prop. We finally have driveable cargo ships in the game! They're available now on gta5-mods.com by elcreador, and I'm currently doing some testing to see how I can use them for various callouts. Here's a little preview vid of using one of the cargo ships for a medevac mission:

Everything is an add-on. Eventually I will be making a custom installer that will let you choose whether to overwrite the default predator or not.

Might as well just use the LSPDFR API method, get the WorldZone and check if it's in a world zone that you want it in.

Alright, everybody who joined the Parks Benefactor program while I was on vacation has been processed. Check your emails! Meanwhile, now that I'm back, it's immediately back to work on the actual development! So far I've just been re-orienting myself and trying out some ideas I mulled over during my vacation. Have a look:

I've gotten some anxious PMs today, so let me just say here for everyone that yes I made it home (thanks for asking), but I had several flight cancellations and delays which resulted in me getting home about 12 hours later than planned. I'll take care of all your inquiries as soon as I get a chance. Yes I got your email/message/PM/comment. Due to that delay though I had 0 time for any GTA stuff before heading right back to work this morning. Thanks for your patience. Yes.

I'd like to get the 29' RBS-II but I've yet to find any model for it. If someone can find one let me know.

Custom Backup
Not currently. I've developed the capability for it to work with eup and that'll be included in the next version. However I have to warn you that from my testing, using EUP peds for backup really hits performance hard. The eup outfits are much higher detail than regular peds, so they definitely slow the game down with a lot spawned. You might have better luck just using RDE and the Custom Backup config that comes with it; RDE and EUP uniforms are designed to match so you'd get the same agencies and such with no performance issues.

FYI folks, I'm flying home tonight! It's a long journey, but I should get a chance to process all the donations from when I was gone by Wednesday night. Glad to see you're all still excited about this, and I'm looking forward to getting back to work on new features once I return!

Custom Backup
Not possible sadly. LSPDFR always gives every cop a gun and makes them pull it out sometimes, and there's currently no way to disable that behavior. I might be able to do something like that someday! Definitely possible in theory, though I'd have to think about how best to implement it.

Actually I could add drones to the search backup feature pretty easily haha. But yeah it looks like that never got past the prototype phase. There is the HC-144 Ocean Sentry but that seems redundant with the C-130 in terms of what we could do with the mod other than adding a bit more variation. If only they still used the HC-25 Falcon, that could've been a fun mod!

We have models for a National Security Cutter and a 45-foot Response Boat Medium that are in the process of being converted. With the other vehicles already in the dlc we've pretty much covered all small boats and aircraft currently in use by the USCG. I'm not sure yet if we'll do multiple sizes of cutters or not. I'll let you (and everyone else) know if we decide to try to purchase any more models for the project. If anyone has suggestions feel free to let me know, but understand we do already have quite a bit of work to do with the models we already have so I can't promise anything yet.
