Some Luxart non-ELS cars have the top lights as an extra, so they can be normal or slicktop. As to the unmarked and slicktop, most high-poly models support multiple liveries. If you download an unmarked car, you can probably have some skins that are marked and some unmarked.

IIRC, he's quitting because ZModeler is annoying him, not because of anything with GPM.

I think he meant that the number of bases in Germany, the Middle East and Eastern Europe and the Pacific combined is about 200, not that there were 200 in Germany alone.

Find a list of numbers corresponding to keys (there may be one in ELS.ini), and change the "Siren" value from what it is to something else (I use "R," but you should probably use a non-alphabetic character like "").

Don't use it on police or police2; if you have TrafficFlow, don't use it on firetruk or ambulance either. You may want to turn off AI ELS.

Most cops do not have drop leg holsters. Maybe elsewhere in the country, but I've never seen them in person on the East Coast. Those pics were LAPD SWAT officers in a movie. Also, many cops (including all NYPD officers I've seen who are not in ESU) wear vests under their shirts. Also, I've never seen a cop in a "tactical" vest who is not part of an SRT (the vests I see tend to blend in nicely with the uniform).
