I've actually seen some German signs switch between German and English. As far as the Dutch ones go, pretty sure they'll try hand and arm signals if the sign doesn't have the required effect.

Unfortunately, it is not technically possible to create something like LSPDFR for anything other than PC.

How do I install plugins?
Most, if not all, plugins come with a readme file that will explain how to install them. Generally though, it's as simple as move the files to the plugins folder and then either make RAGE Hook load them automatically, or manually loading them ingame through the console.

Unable to download older versions
As far as I know, there is no older version of LSPDFR available for download. The only one should be 0.2b, which downloads as either a zip or a rar file depending on which one you select on the download page.

What are your thoughts on the very first version of LSPDFR? What would you like to see in the future?
Can't speak of the coding related stuff as I don't know what's possible or what isn't, but I can tell you other mods won't be included into LSPDFR itself as they are indeed from other authors, and not everyone will like having them. As far as donations go, there is a donations page here: http://www.lcpdfr.com/donate/ In regards to the updates, they are always on the forums and shouldn't be hard to find when one is posted.

dissapearing cars
That's not a bug, it's just GTA V doing it's thing. despawning stuff that's too far away helps for performance and framerate as it doesn't have to render those things anymore. I think there's a mod that stops it, but I'm not entirely sure.

LSPDFR will always include all the necessary files to use certain features. No third party mods will be needed.

Well, reCAPTCHA is used for the security stuff, but what he meant is that it is an external service that we do not have any influence on, so if it's not working you should report with them, not us.

Hardcore Mode? CPR?
Well, the devs are working on getting most/all of the things that were in LCPDFR into LSPDFR (there's no : in either of them), so I would assume hardcore mode will eventually make it's return. I don't know about the reviving or dragging, but even if those don't get included someone will probably make a plugin for it.

LCPDFR is no longer being developed as all the effort is currently going into LSPDFR. It is highly unlikely anything will happen to LCPDFR.

2 problems, please assist
Sadly can't help you with the first problem, but as far as the 2nd one goes, the account linking indeed doesn't work as the servers for that have been shut down. Account linking/stat tracking is no longer a feature with LCPDFR.

Police Cars
Then you probably replaced the files from a different vehicles.rpf than the one the game uses for that specific vehicle. For some reason Rockstar made it so the game pulls the stuff for one vehicle from a different file than those for another. Sadly, I don't know which vehicle should be replaced where, so I can't help you on that.
